This area is located near the intersection of the two major traffic thoroughfares and with the development of the Baptist Medical Complex adjacent on the west, this tract would be more suitable for higher density residential or a buffering "E®1" zone as requested. The Staff feels that in the development of this tract that Jungkind Street entering the property from the north should not be used for access, which to do so would encourage and permit traffic the opportunity to evade traffic control established at the intersection of Barrow and. Yanis Road, (As the terrain in the western portion of this tract, is rather severe; acceptable street grades will be a difficult problem in the =10® Planning Commission Minutes ., — - February 41971 �• development of this property.)" Messrs. Byron Morse and Gene Lewis, realtors, representing the applicant, Fred Jungkind, were present. They agreed with the Staff recommendation of denying access through Jungkind Street to the tract in question and would make it a condition in the offer for the benefit of the seller who is to retain approxi- mately the west 3 acres of the property. Mr. Venhaus clarified the Staff's position regarding the access via Jungkind Street stating that when the Baptist Hospital zoning application was considered, the residents of the Subdivision to the north appeared and -their basic concern was that Longacre Street which stubs into the Baptist H6spital property, and it is to be assumed that the Commis n would have the same kind of concern for the property in question. "From t1Te Staff's standpoint, we -think the kind of thing that is going to happen in this area in the near future is going to be very sub- stantial as there is going to be a tremendous amount of activity out there. This Subdivision turns out to be a rather unfortunate thing because it will be a residential pocket surrounded by an area of intense activity. It would seem to me that it would be extremely detrimental to them if this street (Jungkind) were plugged through to the "E-1" site under consideration, in view of the inadequacy of the existing streets and the possibility that they will stay that way for some time and the possibility that that street could become a rather heavily used route in order to get to this "B-1" site. If we allow this residential street to come in there, I think it would be reasonable for the Hospital to ask for the same thing, and that property be connected into the public street system. I think you should be cautious about allowing access on that interior street.7, Eire Lewis and Mr. Morse agreed with this reasoning and said it would not be a problem from their standpoint, if it is acceptable to Mr. Jungkind, who said he had no opposition to it. A motion was made to accept the Staff's recommendation for approval of the a lica- tion and that Jungkind Street would not be used for access from the north of the site. The motion was seconded and passed.
