The extreme terrain on which these lots are located is such that construction of an apartment building is the most practical use of the land and is so limited in area that it should not adversely affect properties to the south. The few vacant properties in this area if developed would not generate traffic problems of any consequence." Mr. Paul Harris, 906 N. Martin Street, was present, and stated that Martin Street is not open to the north from '°I" Street, and was interested in knowing if access would be from "I" Street or Martin Street, the number of units proposed, etc. He was told that a development plan had not been submitted, but a maximum of 12 units could be constructed under the Zoning Ordinance. He presented a petition signed by six adjacent property owners who oppose the rezoning. A letter of apposition from Miss Edwina Walls, 910 N.Martin Street was also filed. Mr. Walker said as a practical matter only 8 to 10 units would probably be built on these lots and off-street parking would be required, that there would be some improvement of the street around the development, that the applicant would be limited in height, setbacks, etc. and that it would be difficult to get more than ten units on the property. Barber, Planner leb;djr January 7, 1971 To: Little Rock City Planning Commission The residents and property owners whose names are listed on the attached form and who live near the corner of North Martin and "I" Streets are strongly opposed to the proposed rezoning of the lot located on this corner. We will appreciate the Commissions' consideration of the following facts before recommending approval of this rezoning application: I . The only access to this property is from either Midland Avenue or North Martin Street. Both of these accesses are on an extremely steep hill that slopes down to the lot in question, and both are already congested by on -street parking. Usually on several occasions during the winter months, the streets become extremely hazardous and often completely impassable. The zoning of this lot for apartments would more than double the amount of traffic on these two short streets. 2. This area is at this time many blocks removed from apartment locations other than the new apartment complex which adjoins this property on the north. This complex, however, has access from another street and no traffic to these apartments is caused on either North Martin or Midland. 3. Perhaps the Gnmmission realizes that the lot adjoining the lot in question and located on the corner of Midland Avenue and "I" is of the approximate size and is now up for sale. Should approval be given for multi -units on this lot, the adjoining lot would surely be rezoned for the same number of units. Thus, approval of this request would have the effect of more than quardrupling the present number of family units in this area and the amount of traffic which is now experienced in the neighborhood. 4. We do not believe that the location of this lot, its size, or the terrain lends itself to more than duplex construction. 5. We believe that approval of this rezoning application would tend to reduce the property values of the residences in the neighborhood. We earnestly request that the City Planning Commission give consideration to these matters and that the request be denied. Martin, I would like to register my official protest regarding the rezoning of Lots 5 and 6, Block 5 East Pulaski Heights Addition from "A" One Family District to "D" Apartment District. There are various reasons for my opposition to this rezoning proposal. They are listed`: - -- -- -- 1. There would be an increased amount of traffic on the streets. Already there is no room for parking with one family dwellings. It is doubtful that off-street parking would be provided for apartment dwellers. 2. My house was chosen because it is in a quiet neighborhood. This would be certain to change with the addition of an eight -unit apartment complex. The climate of any neigh- borhood is changed by the addition of multi -unit apartment complexes. 3. The proposed apartments would, most likely, face toward the north because of the lovely view. As a result, the trash and garbage from these units would be an unavoidable view from my property. 4. I question the propriety of Mr. Keith's waiting until he was elected to the City Board to bring this matter before, the Commission. Although he will, I assume, excuse himself from voting when the matter comes before the Board, his influence will definitely sway the vote in his favor. Martin will be decreased by the presence of apartments across the street. Please acknowledge receipt of this letter and advise whether or not it will be considered at the time of the hearing.
