Adjoining property values normally tend to decrease; 4. Figures show that higher the density of population, the higher the criminal rates; 5. Apartment complexes become trouble spots for undesirable activities; 6. The streets are already crowded by existing traffic and added traffic will add to the congestion of a narrow street. I own the property at 7220 Cloverdale Drive, and have recently been through the unpleasant experience of having commerical property utilized for "quiet business" adjacent to my property with its attendent increase in unauth- orized pedestrian traffic across my property and through attendent private structures necessitating considerable personal experience in securing some measure of privacy of my home. To have commerical or business property on one side of private dwelling property, is the demeaning in itself, to be corralled by this process is embolic by nature. It is my personal experience that such changes as proposed by Putman Realty Company is demeaning both subjectively and objectively to the individual property owners adjacent or near such property. More objectively I offer the following as some reasons 4or objecting to the proposed changes. 1. The individual and investments of the various owners were impart predicated upon an understanding that said invest- ments were secure from abridgment by commerical property. 2. The already overcrowded schools in the involved areas will be further burdened. 3. The access to and from the rezoned property will create further safety hazards in respect to vehicular travel. When we were looking for our present house we were impressed with the nice residential area and quiet neighborhood. We, also, select- ed this area because we have a son who attends Cloverdale Elementary School and one that will start next year. We were, also, under the impression that this area was zoned "single family". Therefore, we are very much opposed to having the above named plat rezoned for apartment buildings, commercial, and/or light business buildings as it will mean Cloverdale will be overcrowded and, also, mean that the traffic will increase tremendously. We are, therefore, asking that you please take the above into considera- tion when this case is presented to you inasmuch as the residents of Cloverdale are opposed to it. The Staff is of the opinion that the multiple ownership on this site, the relationship to a major street - Baseline Road, the favorable relationship of the property to the existing platted single family residences in Cloverdale, justifies a change in zoning to a "D" -multi=family classification. Ile do not believe it would be appropriate to begin a pattern of conmercial or professional office use in this vicinity with the substantial existing commercial development to the west extending beyond Cloverdale over to the Intersection of Chicot Road." Mr. -Edward Lester, attorney, appearing on behalf of the applicants, stated that in his opinion, this is a typical type of rezoning that in the long run will make a lot of sense. Mr. Watt Gregory, attorney, was present representing 160 landowners who oppose the rezoning application. He read and filed a petition having approximately 200 signatures in opposition. Mr. Ron West was present stating that he lives directly north of the property in question; that he bought his house a year ago and would never have done so had he known this type of proposal would be made to change the zoning that they were led to believe would remain residential. Mr. Jack C. Summerlin, 6801 Canna Road, was present and stated that the proposed development would have nothing to offer the neighborhood. Mr. Bill Lemmond, 6819 Canna Road, spoke of the current trend in this country to lawlessness, and how it would affect this area as at present there are only two patrol cars patroling a large area, which would be compounded by the addition of the apartment complex. Mr. H. F. Schmolke, 6916 Dahlia Drive, said he had lived in Cloverdale since 1968 and is a psychologist at the Elizabeth Mitchell Childrens' Home, and felt that the City had plenty of room to expand without utilizing established resi- dential areas such as this. A letter from Leroy Gattin, Supt. of Pulaski County School District was read objecting to the rezoning of the area on Baseline Road because of the already overcrowded condition of the Junior and Senior High Schools particularly. Mr. AGregory, in closing, said that the Commission should have no doubt as to the feeling that is widespread in the neighborhood; that the proposal whether it be considered as an entire project as presented here or only on the basis of "D" Apartment is simply unwarranted; that the decline in property values would be substantial; that the development of Baseline Road in this manner would further contribute to a strip zoning problem which our City does not need. Air. James L. Sloan, attorney representing Mr. Murl Ming, a realtor, 7016 Baseline Road, was present stating that Mr. Ming's property if the proposed rezoning were approved would be an island of "A" -One -family zoning between "F" -Commercial and "D" -Apartment zoning. Mr. Ming has used this as a real estate office and has previously asked for "E-1" and "D" -Apartment both of which were denied.
