through the Planning Commission pursuant to Arkansas law on City Planning, Act 186 of 1957,
Acts of Arkansas and Section 23 of the Little Rock Zoning Ordinance No. 5420 as amended,

required by Act 186 of the 1957 Acts of Arkansas and Section 23 of said Ordinance, and that
notice of preliminary hearing before the Commission (PC -18) must be circulated by the
applicant to all other parties in interest, including owners ofi,Iand._within 200 feet of the
boundary of the area under consideration as required by the r6l�s of the Commission, and

of the character and size would be compatible with other structures in the
area because the value of these structures is going to be equal to or in excess
of some of the other single -,family houses in the area, and that they will have
a less detrimental affect than if the lots are redivided and smaller single-
family ho:,ies are built on the property.
A motion was made for denial of this application, which was seconded and passed.

There were approximately 50 protestors in attendance.
Mr. Venhaus stated that the Staff had no basic argument with the zoning proposed
for this property. "We think that the tracts on either side of Hughes Street
separate the heavy density of "D' Apartment area from the Hall Cove Park which
is an appropriate land use. We are concerned with the equities that are at issue
here. There is an existing single-family dwelling on the south side of Hughes
Street - a very nice one - and there are also existing single-family dwellings
immediately to the east of the property under consideration. The Staff in good
conscience cannot bring ourselves to support the "C" zoning however reasonable
with this single-family dwelling in jeopardy from the proposed zoning. Our
recommendation, for those reasons, would be denial of the "C" -Zoning proposed."
Mr. Frank Cox, a neighbor, property owner and spokesman for some 66 persons
who live in the Hall Cove #1 Addition, was present and filed a petition signed
by these protestors.
Mr. Ben R. Allen, 1501 Winslow Drive, was present and stated that he felt very
strongly that the requested zoning and development would substantially depreciate
all property values within this neighborhood.
Mr. C. V. Barnes, representing C.V.B. Developers, was present. He commented
that Mr. Allen's property is about two blocks away from subject property; and
he doubted that he could see this property from his house. He added that he
acquired this property in 1966 and immediately put it on the market for sale
circulating a plat and price list to every realtor in the City. In four years
only one lot has been sold and several real estate developers have told him that
the only way this property could be developed would be to cut these five lots
up into y lots and sell them for smaller structures. He added that he was
convinced that with the exception of the house that is located across the street
to the south that the properties in Hall Cove #1 would in no way be detrimentally
affected. Mr. Barnes said he has a builder who will build five duplex units on
the propertg* which will exceed the size requirements for single-family structures,
and will have 2000 square feet of heated area per unit. In his opinion structures

Gentleman:
I am deeply opposed to the proposed rezoning of
Hall Cove #2 Addition on lots ##45, 46, 47, 48 and
49 owned by C.V.B. Developers, Inc. from A Single
Family District to C Family District.
I have a substantial amount of money invested in
my property and dwelling. This was done because of
the fine area and location that I have and am in.
I do not want to see the value of my property
dissappear as a result of the change that would occur
if this area was rezoned.
We want our area kept as private as we can possibly
keep it. That is what we have paid for in propeety
developement, and that is what we pay for in taxes
every year. We expect it.
As our representatives individually, and -a commission
as a whole, it is your duty to respect our wishes.

TO ALL PARTIES IN INTEREST, including owners of land lying within
200 feet of the boundary of property on North Hughes Street, Lots 45-
46-47-48-49, HALL COVE NO. 2 ADDITION, owned by C. V. B.
Developers, Inc.
NOTICE IS HEREBY GIVEN THAT an application for a rezoning of the
above described property requesting a change of zone classification
from "A" Single Family District to "C" Two Family District by amend-
ment of the Little Rock Code of Ordinances (Chapter 43), has been filed
with the Little Rock Planning Commission, City Hall. A public hearing
on said petition by this Commission will be held in the Board of Directors'
Chamber, City Hall on November 5, 1970 at 3:00 P. M.
