The purpose of this request is to allow for the
continuation of an existing industrial park
development.
2. COMPATIBILITY WITH MUNICIPAL PLANS
The proposed use is consistent with all City plans for
the area. An error in the proposed land use within the
Suburban Development Plan shows this property for
multifamily use, but that error is being corrected for
the upcoming draft of the plan.
3. EFFECTS ON ENVIRONS
All of the forty acres to the northwest are within the
Floodplain and about 40 percent of the remainder is
also in the floodplain. City ordinances permit certain
filling of the floodplain for nonresidential
development. However, the staff believes that the
zoning of the northwest portion of this request should
be deferred, pending further activities relative to
Little Rock's Flood Program.
4. NEIGHBORHOOD POSITION
No adverse comments have been received from any
neighboring owner.
5. PUBLIC SERVICES/EFFECT ON
No adverse comments have been received.
6. UTILITIES/EFFECT ON
This property will eventually be served for sewer from
the Fourche Creek Project some time after 1983. No
adverse comments have been received.
7. EFFECT ON PUBLIC FINANCES
This proposed development should produce a net gain for
the City's financial being, providing possible jobs,
adding to the tax base and the construction of a
significant portion of Mabelvale Pike. No adverse
impacts are expected.

8. LEGAL CONSIDERATIONS/REASONABLENESS
This property was zoned Industrial under the 55 Mile
Annexation Program in 1974. That zoning was
subsequently voided when the annexation was thrown out
by the Supreme Court. There is sufficient
justification for industrial zoning of this property,
based upon surrounding land uses and City plans.
9. STANDARDS OF QUALITY
No standards of quality have been addressed.
10. TRAFFIC AND STREET RIGHT-OF-WAY
The required street improvements are now under
construction. No issues attend this case.

This property is now under development for industrial use.

with an annexation, which was later disallowed by the

of the floodplain with careful controls. The staff is

COMMISSION ACTION:
The applicant was present, and there were no objectors. The
applicant disputed the need for having to come back at a
later time to rezone the western portion of the property,
stating that there were adequate controls over floodplain
development that zoning in and of itself presented no threat
to the community and that in 1974, when the original zoning
was handled on this property, that this entire property had
been zoned Industrial, and that it was appropriate to merely
reconfirm that previous action. A lengthy discussion
followed, and after that discussion the Planning Commission
moved to approve the application as filed. The motion was
passed: 6 ayes, 3 noes, 1 absent and 1 abstention.

CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. That the zone classification of the following property
be and is hereby changed as indicated:
Z-2820 - Described as the S2 SW4 NW4 and part of the NW4 SW4,
Section 35, T -1-N, R -13-W, Pulaski County, Arkansas, as follows: beginning
at the northwest corner of the SE4 NE4, Section 34; thence N89° 26' E 1327.5'
to the northeast corner of said SE4 NE4; thence SOO* 08' E 662.2' to the
northwest corner S2 SW4 NW4, Section 35; thence N89° 32' E 1310.9' to the
