HomeMy WebLinkAboutCBC_10 03 2019The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday, October 03, 2019, at Curran Hall, 615 E. Capitol Avenue. Chairman, Mr. Michael Harvey formally resigned from the commission in September after informing Staff that he has moved his permanent residence from the City of Little Rock and will no longer be eligible to serve on any of the city’s boards or commissions. Acting Chairman Homeyer called the meeting to order. MEMBERS PRESENT: Steve Homeyer Louise Miller Phillis Anderson BJ Sanders-Woods Bobby Cushman Robert Walker Shelby Linck Bob Winchester MEMBERS ABSENT: Troy Laha Two Open Positions ALSO, PRESENT: Beth Carpenter, City Attorney’s Office D.Tracy Spillman, Plans Development Administrator, Department of Planning and Development, City of Little Rock. Dana Carney, Zoning and Subdivision Manager, Department of Planning and Development, City of Little Rock. APPROVAL OF THE SEPTEMBER MEETING MINUTES: Chairman Homeyer entertained a motion to approve the September 2019 Minutes. Motion: Commissioner Winchester made a motion that the September 05, 2019 Minutes be approved. Second: Commissioner Cushman seconded the motion and it passed unanimously. INTRODUCTION OF NEW COMMISSIONERS: Chairman Homeyer introduced newly appointed commissioners Ms. Shelby Linck and Ms. Louise Miller. The other commissioners and Staff introduced themselves and gave a brief history of their involvement with the CBC. TREASURER’S REPORT: Expense Report: Commissioner Cushman stated that the account activity between August 01, and September 30, began with a balance of $321.90. The commissioner also noted that there had been two interest payments of $0.54 and $0.56 since the last report netting the account an ending balance of $323.00. Commissioner Wood’s stated that she had not yet been reimbursed $45.46 that she had spent on supplies for the CBC Eye of the Beholder certificates. The commissioners and Staff discussed reimbursement procedures and Staff indicated that the proper forms for reimbursement will be delivered to the commissioner. COMMITTEE REPORTS, UPDATES: For the benefit of the newly appointed commissioners Chairman Homeyer briefly described each of the following committees and their functions. Public Relations Commissioner Anderson stated she has not yet been able to fully manage the CBC Facebook page. The commissioners generally discussed the types of items that are to be posted. KLRB: Commissioner Walker stated he had attended the last KLRB meeting and was made familiar with this group’s projects including the Rainbow Bridge to memorialize deceased pets. Commissioner Woods stated that she would co-chair this committee and inquired when the meetings occurred. Commissioner Winchester stated that KLRB does have a website where the meeting schedule could be verified but believed the meetings were held in the River Market’s, First Security Building at 12:00pm on the 4th Wednesday of each month. Adopt-A-Street: There was no new report. Eye of the Beholder: Commissioner Woods stated that there were no new nominees and asked the commissioners to consider nominations for the impending holiday decorations. Landscape Awards: Chairman Homeyer stated that the awards will be presented at the Board of Directors meeting on Tuesday, October 15, at 6:00pm. Chairman Homeyer encouraged all commissioners that can attend to do so. T.R.E.E Fund: Chairman Homeyer stated that there was nothing new to report. For the benefit of the new commissioners Chairman Homeyer discussed how this fund functions within the city code and briefly described a few of the past projects. NEW BUSINESS:   Approval of 2020 CBC Calendar The proposed CBC meeting calendar for 2020 was presented to the commissioners for review. It was noted that the first meeting date in 2021 indicated 01-02-21. Commissioner Winchester brought to the attention of the committee members that the first Thursday in January is 01-07-21 and called for a correction. Chairman Homeyer entertained a motion to approve the corrected 2020 CBC calendar. Motion: Commissioner Winchester made a motion to approve the corrected 2020 calendar noting the first meeting date in the year 2021 will be Thursday January 07. Second: Commissioner Cushman seconded the motion and it passed unanimously. ANNOUNCEMENTS: New CBC Officers will be elected at the November meeting. ADJOURNMENT: Chairman Homeyer entertained a motion to adjourn. Motion: Chairman Winchester made a motion to adjourn. Second: Commissioner Cushman seconded the motion and it passed unanimously. The meeting was adjourned at 12:10.
