These applications are submitted to obtain City services and to authorize AluChem's operations within the City limits. AluChem requests sanitary sewer service and police and fire protection. The property is not located within a subdivision, so there is no applicable bill of assurances. The Little Rock AluChem facility processes inert, non - hazardous aluminum oxide powder using a rotary kiln. No hazardous chemicals are used in the process and none are stored on the site. Raw materials arrive in closed railroad hopper cars. Approximately 85o the finished product is shipped in closed hopper cars and the remaining 15% is bulk- bagged and shipped by truck. The facility currently provides jobs for about 21 full -time and two part -time employees. 772967 of Mr. Walter Malone June 19, 2019 Page 2 AluChem is connecting to the City sanitary sewer system as part of AluChem's expansion plans. AluChem will increase its processing capacity, which will in turn increase its process water usage. Process water is currently sprayed over a cooler, but when plant production capacity is increased it will exceed AluChem's capability to process all of the water. AluChem estimates that the expansion will lead to hiring at least two more employees, and perhaps as many as six. The following materials are attached in support of the applications: • Planned Zoning Development Application -Long Form • Information Sheet • Site Plan • Annexation Map • Affidavit authorizing representation • Pulaski County Judge Barry Hyde's Order • Annexation Petition as filed with Pulaski County Court A $250 Rose Law Firm check is enclosed for the filing fee. Thank you for your attention to this matter. Sincerely, ,gt"" Stephen N. Joiner 772967
