I A RESOLUTION TO RATIFY THE ENTRY INTO CONTRACTS TO
4 PROVIDE PREVENTION TREATMENT AND INTERVENTION FUNDS
5 FOR SUMMER ACADEMIC ENRICHMENT AND RECREATION
6 PROGRAMS FOR 2019, AS ENDORSED BY THE COMMISSION ON
7 CHILDREN,YOUTH AND FAMILIES; AND FOR OTHER PURPOSES.

9 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
10 Intervention Dollars that will benefit children,youth and families within the City; and,
11 WHEREAS, Summer Academic Enrichment and Recreation Programs are part of the Positive
12 Prevention and Youth Intervention Programs conducted by a non-profit organization which may be
13 located anywhere within the City; and,
14 WHEREAS, after publication of requests for proposals for these services, nineteen (19) applicants
15 bid for Summer Academic Enrichment and Recreation Programs in Bid Nos.496,517,and 553;and,
16 WHEREAS, Review panels consisting of citizens, representatives of local community-based
17 organizations and private businesses met to evaluate the qualifications and responses of the various
18 non-profit organizations, of which thirteen (13) applicants met the minimum scores for funding
19 consideration;and,
20 WHEREAS, the Commission on Children, Youth and Families met to review the recommendations
21 of the review panel and endorse the proposed applicants shown in Section 1,below; and,
22 WHEREAS,it was necessary to review the various programs at different times,but essentially to get
23 them started as soon as possible,then the authority to go forward pending adoption of this resolution was
24 granted-- with the understanding that failure to adopt the resolution may require repayment to the City—
25 so,this resolution formally ratifies the agreements that are effectively in place for these programs;and,
26 WHEREAS-, upon adoption of this, resolution, contracts will be finalized and executed with the
27 organizations.
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The City is authorized to enter into and ratify Contracts to provide for 2019 Summer
31 Academic Enrichment and Recreation Programs, in an amount not to exceed Twenty Thousand Dollars
32 ($20,000)per program,with the following thirteen(13) entities in the listed areas of the City:
33 a. Our House Central
34 b. Boys&Girls Club—Thrasher Central

2 d. ABC Adolescent Center East
3 e. F.E.E.D.First Southwest
4 f, Life Skills for Youth Southwest
5 g. Centers for Youth&Families Midtown
6 h. Songbird Multimedia#1 Southwest
7 i. Songbird Multimedia#2 Southwest
8 j. MOI/Bridge 2 Success Southwest
9 k. FAB44 Basketball Midtown
10 1. My Sisters Keyper Northwest
11 in. Cradle to Prison Central
12 Section 2. Funds for these programs are available in the 2019 Budget for the Community Programs
13 Department,Account No. S 1 5CO32.
14 Section 3. (a) The contract term for each entity participating shall be for a period no longer than
15 seven (7) weeks. The 2019 Summer Academic Enrichment and Recreation Program will operate not
16 more than seven (7) weeks (between June 10, 201'9, through July 26, 2019) with the final report due
17 August 26, 2019, with an understanding that the City ratifies, accepts, and will compensate any work
18 done between June 10, 2019, and the effective date of the approved contract.
19 Section 5. All payments are conditioned upon execution of a contract for services in a form and
20 manner acceptable to the City Attorney.
21 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
22 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
23 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and
24 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
25 resolution.
26 Section 7. Repealer. All laws, ordinances and resolutions, or parts of the same,that are inconsistent
27 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
