HomeMy WebLinkAbout15026 1 RESOLUTION NO. 15,026 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO SUBMIT 4 THE APPROVED 2019 ANNUAL ACTION PLAN FOR CDBG, HOME 5 AND HOPWA ENTITLEMENT FUNDS TO THE U.S. DEPARTMENT OF 6 HOUSING & URBAN DEVELOPMENT; AND FOR OTHER PURPOSES. 7 8 WHEREAS, the City has access to Community Development Block Grant (CDBG), HOME and 9 HOPWA Funds on an annual basis; and, 10 WHEREAS, the use of these monies mandates that an action plan be submitted to the U.S. 11 Department of Housing & Urban Development by November 15, 2018, for the Program Year beginning 12 January 1, 2019, in accordance with Title I of the Cranston-Gonzalez National Affordable Housing Act of 13 1990; however, HUD is allowing grantees to submit to the HUD Field Offices after November 15, 2018, 14 until final grant amounts are determined; and, 15 WHEREAS, the U.S. Department of Housing and Urban Development will provide updated 16 allocation amounts and will require an electronic submission of the plan upon request on or before August 17 16,2019; and, 18 WHEREAS, after extensive public discussion and citizen participation, including neighborhood 19 meetings,and a public hearing, a plan has been developed for submission. 20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. The City Manager is authorized to submit the 2019 Annual Action Plan for CDBG, 23 HOME and HOPWA Entitlement Funds to the U.S. Department of Housing & Urban Development, by 24 November 15, 2018, in accordance with the provisions of the Cranston-Gonzalez National Affordable 25 Housing Act of 1990. 26 Section 2. The projected uses of these funds were approved by adoption of Little Rock, Ark. 27 Resolution No. 14,998 (May 21,2019). 28 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 29 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 30 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 31 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 32 resolution. 33 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent 34 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
