3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AWARD A
4 CONTRACT TO CONTACT NETWORK, LLC, DB/A/ INLINE
5 CONSTRUCTION, IN AN AMOUNT NOT TO EXCEED TWO MILLION,
6 FIVE HUNDRED TWELVE THOUSAND, FORTY-THREE AND 14/100
7 DOLLARS, ($2,512,043.14), FOR THE UNIVERSITY AVENUE TRAFFIC
8 OPERATIONS IMPROVEMENTS; AND FOR OTHER PURPOSES

10 WHEREAS, Bids were solicited for the installation of an Adaptive Traffic Control System at each
11 intersection on University Avenue from Interstate 30 to Cantrell Road to improve traffic operations through
12 the corridor,Bid Event No. 523; and,
13 WHEREAS, Contact Network, LLC, d/b/a/ Inline Construction, was the lowest responsive,
14 responsible bid meeting specifications.
15 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1. The City Manager is hereby authorized to execute an agreement with Contact Network,
18 LLC, d/b/a/ Inline Construction, for the University Avenue Traffic Operations Improvements, Arkansas
19 Department of Transportation Job No. 061468.
20 Section 2. Funding for 80% of the project is from a Metroplan Federal-Aid Grant,Moving Ahead for
21 Progress in the 21' Century Act (MAP-21) with a 20% match from Street Fund Special Project Funds.
22 Amount for Construction Services is Two Million, Five Hundred Twelve Thousand, Forty-Three and
23 14/100 dollars, ($2,512,043.14), which is the base bid amount of Two Million, Ninety-Three Thousand,
24 Three Hundred Sixty-Nine and 28/100 Dollars($2,093,369.28), plus 20% contingencies.
25 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
29 resolution.
30 Section 4. Repealer.All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
31 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
