3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONSTRUCTION SERVICES CONTRACT WITH TOWNSHIP
5 BUILDERS, IN AN AMOUNT NOT TO EXCEED EIGHTY-THREE
6 THOUSAND, ONE HUNDRED EIGHTY DOLLARS ($83,180.00)FOR THE
7 CONSTRUCTION OF A NEW ADA-ACCESSIBLE ASPHALT TRAIL AT
8 OTTENHEIMER PARK; AND FOR OTHER PURPOSES.

10 WHEREAS,the City of Little Rock,Arkansas,was awarded an Arkansas Recreational Trails Program
11 (RTP) Grant in 2019 which shall be used to assist with funding for the construction of a new ADA-
12 Accessible Asphalt Trail at Ottenheimer Park; and,
13 WHEREAS, Ottenheimer Park is the home of the only Community Therapeutic Recreation Program
14 in Arkansas and program participants have requested ADA accessible improvements; and,
15 WHEREAS,the Construction Services will provide an ADA-Asphalt Trail at Ottenheimer Park; and,
16 WHEREAS, after a competitive bidding process, Bid No. 248, it was determined that Township
17 Builders was the lowest, most responsible bid with a total of four(4)bids received; and,
18 WHEREAS,the total cost of the project will not exceed Eighty-Three Thousand,One Hundred Eighty
19 Dollars ($83,180.00) and is allocated in Ottenheimer Park Recreational Trails Grant Fund, Account No.
20 270459-G23124 in the amount of Sixty-Four Thousand Dollars($64,000.00),a Public Works Grant Match
21 in the amount of Sixteen Thousand Dollars($16,000.00)and funds from the Parks Capital Upgrade Account
22 No. 326459-TS45A11 in the amount of Three Thousand, One Hundred Eighty Dollars($3,180.00).
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into an agreement with Township Builders in an
26 amount not to exceed Eighty-Three Thousand,One Hundred Eighty Dollars($83,180.00)to provide general
27 Construction Services to the City of Little Rock, Arkansas for the construction of an ADA-Accessible
28 Asphalt Trail at Ottenheimer Park.
29 Section 2. The Project will be funded from the Ottenheimer Park Recreational Trails Grant Fund,
30 Account No. 270459-G23124 in the amount of Sixty-Four Thousand Dollars ($64,00.00), a Public Works
31 Grant Match in the amount of Sixteen Thousand Dollars ($16,000.00) and funds from the Parks Capital
32 Upgrade Account No. 326459-TS45A 1 1 in the amount of Three Thousand, One Hundred Eighty Dollars
33 ($3,180.00).
34 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or

1 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
2 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
3 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
4 resolution.
5 Section 4. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
6 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
