HomeMy WebLinkAbout15006 1 RESOLUTION NO. 15,006 2 3 A RESOLUTION TO AUTHORIZE THE USE OF THE NATIONAL 4 COOPERATIVE PURCHASING ALLIANCE CONTRACT AS AN 5 OPTION FOR THE ACQUISITION OF COMMODITIES AND SERVICES 6 FOR THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER 7 PURPOSES. 8 9 WHEREAS, the National Cooperative Purchasing Alliance ("NCPA") is a National Government 10 Purchasing Cooperative which works to reduce the cost of goods and services by leveraging the 11 purchasing power of public agencies in all fifty(50) States; and, 12 WHEREAS, NCPA utilizes state of the art procurement resources and solutions that result in 13 Cooperative Purchasing Contracts that ensure that all public agencies are receiving products and services 14 of the highest quality at the lowest prices; and, 15 WHEREAS, NCPA works with a lead public agency, who competitively solicits master contracts. 16 Contracts are based on quality, performance, and pricing; and, 17 WHEREAS,NCPA solicitations contain language that allows the contract to be accessible nationally 18 to public agencies in states whose laws allow for intergovernmental contract use, or cooperative 19 purchasing; and, 20 WHEREAS,vendors respond to the solicitation with sealed responses that are recorded and publicly 21 opened. The lead public agency then evaluates the responses based on "Identified Evaluation Criteria" 22 and awards contracts; and, 23 WHEREAS, the NCPA procurement process meets all Arkansas State Purchasing Laws and 24 requirements; and, 25 WHEREAS, the Arkansas State Purchasing Law allows for the City of Little Rock, as a public 26 procurement unit, to participate in cooperative purchasing agreements with external procurement 27 activities, such as the NCPA, for the purchase of commodities or services. 28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 29 OF LITTLE ROCK,ARKANSAS: 30 Section 1. The Board of Directors hereby authorizes the use of the National Cooperative Purchasing 31 Alliance Contract as an option for the acquisition of commodities and services for the City of Little Rock. 32 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or [Page 1 of 2] 1 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and 2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 3 resolution. 4 Section 3. Repealer.
