3 AN ORDINANCE TO AMEND CHAPTER 2, ARTICLE VII, § 2-330.13 OF
CODEOF ORDINANCES(1988)OF THE CITY OF LITTLE
4 THE REVISED
5 ROCK,ARKANSAS,TO PROVIDE FOR THE ADOPTION BY REFERENCE
6 OF THE CODE REGARDING THE COMPOSITION OF THE LITTLE ROCK
7 COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, On April 2, 2002, the City transitioned from multiple Commissions and Task Forces to
11 create the Little Rock Commission on Children, Youth, and Families ("Commission") in Little Rock,
12 Arkansas,Ordinance No. 18,673; and,
13 WHEREAS,the Commission has reviewed its membership and determined it would be better served with
14 an increase of At-Large Members; and,
15 WHEREAS,this ordinance contains the recommendations of the Commission.
16 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
17 LITTLE ROCK,ARKANSAS:
18 Section 1. Little Rock City Code § 2-330.13 is hereby amended to read as follows:
19 Sec.2-330.13- Composition and term of service.
20 (a) The Commission shall consist of eleven (11) persons, which shall include the following
21 representatives:
22 (1) One (1)person who is a member of the Board of Directors.
23 (2) One (1) person who is a representative of the Little Rock School District.
24 (3) Nine (9) people with considerable experience and background in developing
25 policy-level recommendations relating to children, youth and families, and
26 representing areas of interest such as, but not limited to: Child and Adolescent
27 Development; Juvenile Justice; and Mental Health.
28 (b) Except for the initial membership, each Commission Member shall serve for a three (3)-
29 year term. A Commission Member may be reappointed for one(1)additional term. In the event a
30 vacancy occurs during the term of office of any appointed member,a successor shall be appointed
31 for the unexpired term of the office vacated in a manner similar to that for the initial member. A
32 person selected to fill the unexpired portion of the term is eligible for reappointment to a full term.
33 (c) A majority of the members of the Commission shall constitute a quorum.

1 Section 2. Severability. In the event any title,section,paragraph,item,sentence,clause,phrase,or word
2 of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
3 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the
4 portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance.
5 Section 3. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with the
6 provisions of this resolution,are hereby repealed to the extent of such inconsistency including,but not limited
7 to Little Rock,Ark.,Ordinance No. 20,778(August 27,2013)and Little Rock,Ark.,Ordinance No.21,684
8 (December 19,2019).
