3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 14,967 (APRIL 2,2019) TO EXTEND THE AGREEMENT BETWEEN THE
5 CITY AND THE FIRST TEE OF CENTRAL ARKANSAS FOR A PERIOD
6 OF NINETY (90) DAYS AS TO THE OPERATIONS AND FUNDING OF
7 THE JACK STEPHENS YOUTH GOLF ACADEMY; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, in Little Rock, Ark., Resolution No. 14,967 (April 2, 2019), clarified in Little Rock,
11 Ark.,Resolution No. 14,897 (November 20, 2018),to establish a new date for an Agreement between the
12 City and First Tee of Central Arkansas as to the operations and funding of the Jack Stephens Youth Golf
13 Academy; and,
14 WHEREAS, in Little Rock, Ark., Resolution No. 14,897 (November 20, 2018),the City authorized
15 the funding of the First Tee of Central Arkansas for the operation of the Jack Stephens Youth Golf Academy
16 through the end of 2018,and during the first three(3)months of 2019; and,
17 WHEREAS,pursuant to Section 6 of the 2019 Budget Ordinance—Little Rock,Ark., Ordinance No.
18 21,683, § 6 (December 18, 2018), the City appropriated One Hundred Twenty Thousand Dollars
19 ($120,000.00)for the first three(3)months of 2019 for the First Tee Program with the understanding that
20 a formal contract would be entered into during the first quarter in light of a Golf Study that was being
21 prepared; and,
22 WHEREAS,the Golf Study is not complete and will not be complete in order to review it and deter-
23 mine any terms and conditions for a contract between the City and the First Tee of Central Arkansas,
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City appropriates one time additional funding of One Hundred Twenty Thousand
27 Dollars ($120,000.00) at the rate of Forty Thousand Dollars ($40,000.00) for the operations of and
28 maintenance of the facilities commonly known as The First Tee Facility at the Jack Stephens Youth Golf
29 Academy for a maximum of three (3) additional months through July 31, 2019, and makes no further
30 appropriation.
31 Section 2. Funds for this appropriation will be provided through a Budget Amendment to the Parks
32 &Recreation Department Golf Division to be brought forward later in the year.

1 Section 3. The Master Golf Plan has not been completed in time for a review by the City Manager,
2 the Mayor and the Board of Directors, so a determination about the future funding of this program cannot
3 prudently be made at this time;provided,that if the City makes a determination as to the program prior to
4 July 31, 2019, or enters a formal agreement with First Tee of Central Arkansas, or both, the funding
5 provided by this resolution shall be amended to conform with such a decision or agreement whether such
6 action is taken by the City to formalize,or ratify, such a determination before July 31,2019.
7 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
11 resolution.
12 Section 5.Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
13 hereby repealed to the extent of such inconsistency including, but not limited to, Little Rock, Ark.,
14 Resolution No. 14,897(November 20,2018),and Little Rock,Ark.,Resolution No. 14,967(April 2,2019).
