3 A RESOLUTION TO DONATE THE TITLE TO PROPERTIES
4 LOCATED AT 2016 SOUTH PULASKI STREET, 2020 SOUTH PULASKI
5 STREET AND 2022 SOUTH PULASKI STREET TO HOUSEABOUTIT
6 COMMUNITY & ECONOMIC DEVELOPMENT AGENCY FROM THE
7 CITY OF LITTLE ROCK, ARKANSAS, BY QUITCLAIM DEED, TO BE
8 USED FOR NEIGHBORHOOD REVITALIZATION PROGRAMS; AND
9 FOR OTHER PURPOSES.

11 WHEREAS, the Board of Directors has stated as one of its goals a desire to provide for
12 neighborhood revitalization, and has taken special efforts to accomplish this goal through its use of
13 various City and Federal Funds, and in affirmative actions such as the creation of a Land Bank
14 Commission;and,
15 WHEREAS, in order to accomplish this goal is it required that properties be obtained by the City in
16 areas that are appropriate for revitalization;and,
17 WHEREAS,Houseaboutit Community& Economic Development Agency has indicated their desire
18 to accept donations from the City of Little Rock for the properties located at 2016 South Pulaski Street,
19 2020 South Pulaski Street and 2022 South Pulaski Street and,
20 WHEREAS,the City wishes to accept the property for use in its neighborhood revitalization efforts;
21 and,
22 WHEREAS, City Staff has acquired the property through the Arkansas State Land Commissioner
23 and no significant title issues;and,
24 WHEREAS, the City has performed an environmental assessment of the property pursuant to 24
25 C.F.R. § 58,et seq. (2003),which revealed no environmental problems; and,
26 WHEREAS,in consideration for the donation of the property for the public purpose of neighborhood
27 revitalization,the City has not agreed to pay Property Taxes;and,
28 WHEREAS,the City of Little Rock will provide with a Quitclaim Deed to the properties, a copy of
29 which is attached as Exhibit A; and,
30 WHEREAS,Arkansas State Law requires that the City donate the property by resolution adopted by
31 the Board of Directors;
32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The Board of Directors hereby will donate properties by quitclaim deed to the properties
2 described in Exhibit A, in favor of Houseaboutit Community&Economic Development Agency.
3 Section 2. The property shall be used for a public purpose, specifically for City revitalization
4 programs.
5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
8 effect a if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
9 ordinance.
10 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
11 the provisions of this resolution are hereby repealed to the extent of such inconsistency.

28 forever,all rights and possibility of curtsey,dower, and homestead in and to such lands.
