3 A RESOLUTION TO PARTICIPATE WITH THE DOWNTOWN
4 NEIGHBORHOOD ASSOCIATION IN THE MAIN STREET
5 ARKANSAS PROGRAM TO FURTHER DOWNTOWN
6 REVITALIZATION EFFORTS; TO APPROPRIATE FIFTEEN
7 THOUSAND DOLLARS ($15,000.00) PER YEAR FOR THREE (3)
8 YEARS AS PART OF THIS PARTICIPATION; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, the Downtown Neighborhood Association has submitted an
12 application for inclusion in the Main Street Arkansas program, and
13 WHEREAS, the Downtown Neighborhood Association plans to revitalize and
14 improve the historic South Main Street area, and
15 WHEREAS, the Downtown Neighborhood Association has requested the City of
16 Little Rock to participate in their development efforts, and
17 WHEREAS, the City of Little Rock agrees to participate and shall appropriate
18 Fifteen Thousand Dollars ($15,000.00) for 2004, and intends to budget Fifteen Thousand
19 Dollars ($15,000.00) for fiscal years 2005 and 2006;
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. The Board of Directors hereby appropriates Fifteen Thousand
23 Dollars ($15,000.00) to the Downtown Neighborhood Association to be used for the
24 revitalization of the South Main Street area as part of the Main Street Arkansas
25 Program.

I Section 2. Funds for this appropriation are available in the General Fund,
2 specifically the Contingency Fund account.
3 Section 3. The Board of Directors states its intent to budget and appropriate a
4 similar amount in fiscal years 2005 and 2006 as a part of its participation in the Main
5 Street Arkansas program.
6 Section 4. Severability. In the event any title, section, paragraph, item, sentence,
7 clause, phrase, or word of this resolution is declared or adjudged to be invalid or

unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the resolutions which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
resolution.
Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that
are inconsistent with the provisions of this resolution, are hereby repealed to the extent
of such inconsistency.
