AN ORDINANCE AMENDING THE AMBULANCE SYSTEM
CODE, ORDINANCE NO. 14,511 AND CHAPTER 5
OF THE CODE OF ORDINANCES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That Section 5.2 of the Code of Ordinances of
the City of Little Rock, Arkansas, is hereby amended to read as
follows:
License Officer means the duly authorized agent
of the City Manager of the City of Little Rock
who shall issue, renew, suspend and revoke
permits and certification privileges upon the
clinically based recommendation of the Medical
Director.
Medical Director means a licensed physician
selected by the AEPF and who shall serve at the
pleasure of that Board.
The Medical Director may also serve as a
governmental official if he accepts the
delegation of authority and responsibility to him
'� the License Officer to issue, renew, suspend
and revoke permits and certification privileges
under this Ordinance.
Special Use Permit means a permit issued by the
license officer to hospitals serving the public
for the provision of specialized mobile intensive
care services to clinically defined patient
populations (such as, neo -natal transport), and
permits issued pursuant to "grandfather"
provisions contained herein at Section 20c.
SECTION 2. That Section 5.5 of the Code of Ordinances of
the City of Little Rock, Arkansas, is hereby amended to read as
follows:
(b) AEPF, Inc.
(2) (a) Medical Audits. The AEPF, Inc. shall
perform medical audits when requested by the
License Officer at the request of the chairman of
the Authority, the City Manager, any member of
the Little Rock Board of Directors, any license
paramedic, any licensed physician or any member
of the Ambulance Authority Board.
(b) A medical audit performed upon the request
of an authorized party and which is related to a
particular incident, rather than to a concern
about a general protocol or system procedure,
shall be initiated by a review of all tape
recordings, dispatch records, patient report

forms, and hospital records related to that
incident. If, in the opinion of the auditing
physician, additional inquiry or action is
appropriate, an oral review of the matter shall
be conducted by the auditing physician. The
person or persons whose performance is the
subject of such audit shall be notified of the
time and place of such oral review, and the
person whose performance is the subject of the
audit may not be excluded from the oral review.
(c) The medical audit procedure is intended to
be educational and positive and not vindictive or
punitive. Any individual whose actions are under
review may not be excluded from the audit process
and shall have the right to appear and be heard.
D. Run Reports and Audits:
A copy of the approved run report form, approved
by the Ambulance Authority, shall be left with
the emergency receiving facility to which each
patient is delivered.
E. Appeals Section:
2. Any decision of the Medical Director or
License Officer affecting the issuance,
suspension, revocation or denial of a license,
vehicle permit, or personnel certification may be
appealed by the person adversely affected by the
decision to the City Manager within thirty (30)
days of the decision.
SECTION 3. That Section 5.6 of the Code of
Ordinances of the City of Little Rock, Arkansas is
hereby amended to read as follows:
Standards of Production and Performance
(4) Response Time Performance.
1. Run Code 1 Calls.
(a) The Operations Contractor shall furnish a
diligent good faith effort to manage all
available resources to achieve a four (4) minutes
maximum response time for a trained first
responder and an eight (8) minute maximum
response time for an advanced life support
paramedic ambulance.
SECTION 4. That Section 5.7 of the Code of Ordinances of
the City of Little Rock, Arkansas, is amended to read as
follows:
(b) Patient Transports Excluded:
(7) Ambulances owned and operated by a licensed
hospital and used exclusively for specialized

mobile intensive care or for institutional transfers
of their own admitted patients, or residents, provided
such hospital shall apply for and receive a special
use mobile intensive care license as provided for in
Section 21 of Ordinance No. 14,511, or be eligible for
"grandfather" licensing as provided for under Section
5 -20 hereof.
SECTION 5. That Section 5.20(c) of the Code of Ordinances
of the City of Little Rock, Arkansas, is hereby amended to read
as follows:
(c) "Grandfather" Clause: Central Arkansas Radiation
Therapy Institute ( CARTI) is hereby granted a limited
special use permit for purposes of continuing their
transportation of CARTI patients from, and returning to,
CARTI facilities. Such permits for this medically
necessary transportation may be restricted under this
Ordinance depending upon the extent of future expansion
of these services.
