HomeMy WebLinkAbout14964 1 RESOLUTION NO. 14,964 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH ARKANSAS REGIONAL COMMISSION, IN 5 AN AMOUNT NOT TO EXCEED NINETY THOUSAND DOLLARS 6 ($90,000.00), FOR HOUSING OPPORTUNITIES FOR PERSONS WITH 7 AIDS (HOPWA) FOR A ONE (1)-YEAR, WITH THE OPTION TO 8 RENEW THE TERM FOR TWO (2) ADDITONAL ONE (1)-YEAR 9 INCREMENTS; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City of Little Rock receives an annual allocation of Housing Opportunities for 12 Persons with AIDS (HOPWA)Funds from the U.S. Department of Housing&Urban Development; and, 13 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to 14 administer the Housing Opportunities for Persons with AIDS (HOPWA) Program for a six (6)-County 15 area including: Pulaski; Faulkner; Saline;Lonoke; Perry; and Grant Counties; and, 16 WHEREAS, funding through the HOPWA Program was designated for housing assistance and 17 appropriate supportive services for low-income persons HIV positive; and, 18 WHEREAS,the City issued a Request for Qualifications dated January 8, 2019, to procure a service 19 provider of the HOPWA assistance; and, 20 WHEREAS, on February 12, 2019, the Arkansas Regional Commission was selected by the 21 Selection Committee to provide HOPWA services for a one(1)-year term,with the City's option to renew 22 the term two (2) times in one (1)-year increments for Faulkner County for a total cost not to exceed 23 Ninety Thousand Dollars($90,000.00); and, 24 WHEREAS, Arkansas Regional Commission will provide Tenant-Based Rental Assistance, Short- 25 Term Rent, Mortgage, and Utilities Assistance, Permanent Housing Placement Services, and Supportive 26 Services in Faulkner County; and, 27 WHEREAS, the City receives an annual allocation of HOPWA Funds from the U.S. Department of 28 Housing & Urban Development (HUD), and contract is consistent with the City's adopted Citizen 29 Participation Plan and the Consolidated Planning Committee and the recommended sources and uses of 30 the City's 2017-2018 HUD Entitlement Funds. 31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 32 OF LITTLE ROCK,ARKANSAS: 33 Section 1. The Board of Directors hereby approves funding to the Arkansas Regional Commission of 34 Ninety Thousand Dollars ($90,000.00) for a one (1)-year term, with an option to renew the term two (2) P[ age ag ] 1 times in one (1)-year increments, with the right to terminate the agreement upon completion of the 2 Federally-Funded Housing Programs. 3 Section 2. The recommended sources for funding and uses are from the City's 2017-2018 HUD " 4 Entitlement Funds. 5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 9 resolution. 10 Section 4. Repealer.
