The area requesting annexation is sonic 180 acres plus or minus in size along the north side of Kanis Road (between Kanis and Denny Roads), west of Iron Horse Road. (The area is generally in the 19600 through 21200 blocks of Kanis Road.) The area is currently zoned R -2 Single Family and wooded undeveloped land. Jun 041 ', :21a West Pulaski Fire Dep #23 5018219320 p.2 WOE Pdwki F pulkdw District 23 2810 Whispering Pines Road Uttle Rock, Arkansas 72210 501 - 821 -9320 � TO: City of Little Rock Planning and Development FROM: Ronnie Wheeler, Chief Date: 6/4/18 RE: Potlatch Deltic Annexation Request — Kanis Road The West Pulaski Fire Protection District #23 (WPFPD23) Board of Commissioners and Chief are opposed to having City of Little Rock boundaries leap frogging into our service area. The area on Kanis Road proposed for annexation is a wooded, rural setting with altering elevation changes in the terrain more suited to protection by our department, If this area is to be developed, our department can provide fire /ems /rescue response to it and not adversely affect our ISO rating. We will not need to build a fire station to maintain our ISO rating for response and service since we have multiple fire stations to respond to the area in an appropriate response time. Also, less confusion will exist for 911 dispatch centers and operators when determining the correct fire and law enforcement agency to be sent to the area. Having boundaries bounce between the County and City creates delays in emergency response and many times when an EMS call via cell phone in the County goes to Little Rock Dispatch, they send it to MEMS but not the County for Fire Rescue to respond. I have seen this happen numerous times in life threatening situations. Annexation is a prelude to the development of a subdivision (as shown on Denny Rd.) and will lead to more demand on our services with no increase in revenues to offset those costs. WPFPD23 relies on dues collected from residences and commercial structures as we cannot collect sales taxes and do not receive a large share of Act 833 funds in Pulaski Co. as does Little Rock FD. Again, proposed area of Kanis Road for annexation is not in the best interest of the residents, public who travel to the camps and conference center in Ferndale nor those providing emergency services to that area.
