3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 A TWO (2)-YEAR CONTRACT WITH SHOTSPOTTER,INC., (D/B/A SST,
5 INC.), IN A TOTAL AMOUNT NOT TO EXCEED TWO HUNDRED
6 NINETY DOLLARS THOUSAND DOLLARS ($290,000.00), FOR THE
7 PURCHASE OF A WIDE AREA GUNSHOT DETECTION SERVICE FOR
8 THE LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service
12 Equipment Grants; and
13 WHEREAS, ShotSpotter, Inc., (d/b/a SST, Inc.) ("ShotSpotter") operates on the principle of
14 multilateration, based upon the precise time the sound of gunfire arrives at each sensor utilizing audio
15 sensors installed on top of buildings or on poles in the designated service area; and
16 WHEREAS, SST, Inc., is the exclusive provider for ShotSpotter Flex, the cloud-based, subscription
17 managed service offering,which includes warranty, maintenance and support services on its system; and
18 WHEREAS, multiple sensors pick up on the gun shot's sound and transmits data to the SST cloud-
19 based server, where the company's proprietary software analyzes the data to classify the incident and
20 determine the exact location, transmits the data to the SST "Incident Review Center" within seconds an
21 SST professional reviewer analyzes data and recordings to confirm gunfire before the alert of shots fired,
22 map location and audio data of the shooting is sent directly to the City's Police Dispatch Workstations and
23 Patrol Officers in-vehicle computers and smartphones; and
24 WHEREAS, it is critical that the Little Rock Police Department be equipped and trained with reliable
25 forms of response intervention equipment to preserve public safety; and,
26 WHEREAS, the contract amount of Two Hundred Ninety Thousand Dollars ($290,000.00), which
27 includes the one (1)-time service startup fees, onboarding, training and best practices and a two (2)-year
28 subscription fee to cover a two (2) square-mile area will be paid by a Department of Justice FY 17
29 Technology Innovation for Public Safety (TIPS) Grant in the amount of Two Hundred Fifty Thousand
30 Dollars ($250,000.00), Account No. 270529-G35158, and the remaining Forty Thousand Dollars
31 ($40,000.00)balance will be paid from the Federal Equitable Sharing Seized Funds, Account No.270529-
32 G35148;

1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City Manager is authorized to enter into a two(2)-year contract with ShotSpotter,Inc.,
4 d/b/a SST,Inc. for the purchase of a wide-area gunshot detection service in the amount not to exceed Two
5 Hundred Ninety Thousand Dollars($290,000.00).
6 Section 2. Funding for this expenditure is available through a Department of Justice FY 17
7 Technology Innovation for Public Safety (TIPS) Grant in the amount of Two Hundred Fifty Thousand
8 Dollars ($250,000.00), Account No. 270529-G35158, and the remaining Forty Thousand Dollars
9 ($40,000.00)balance will be paid from the Federal Equitable Sharing Seized Funds,Account No.270529-
10 G35148;
11 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
12 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
13 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
15 resolution.
16 Section 4. Repealer. All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
17 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
