3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ALLOCATE AN ADDITIONAL FIFTY-FIVE THOUSAND DOLLARS
5 ($55,000.00) IN CONTINGENCY FUNDS TO COMPLETE A CONTRACT
6 WITH MORRIS BECK CONSTRUCTION SERVICES, FOR A TOTAL
7 AMOUNT NOT TO EXCEED ONE MILLION, FIVE HUNDRED FIFTY-
8 TWO, EIGHT HUNDRED EIGHTY-THREE AND 05/100 DOLLARS
9 ($1,552,883.05), FOR THE RENOVATION OF THE HVAC SYSTEM AND
10 EXTERIOR PORCHES OF THE U.S.ARSENAL BUILDING LOCATED IN
11 MACARTHUR PARK; AND FOR OTHER PURPOSES.

13 WHEREAS,the Parks &Recreation Department submitted Little Rock, Ark., Resolution No. 14,654
14 (October 16. 2017) requesting necessary funding to renovate the Exterior Porches of the historic U.S.
15 Arsenal Building located in MacArthur Park, and also to install a new HVAC System to the National
16 Historic Landmark that is home to the MacArthur Museum of Military History; and,
17 WHEREAS, after a competitive selection process it was determined that Morris Beck Construction
18 Services provided the most qualified and acceptable bid; and,
19 WHEREAS,the City Manager was authorized on October 16, 2017, to enter into an agreement with
20 Morris Beck Construction Services to repair the Exterior Porches at the historic U.S. Arsenal Building in
21 MacArthur Park, and to design and install an HVAC System for the building in an amount not to exceed
22 One Million, Three Hundred Two Thousand, Five Hundred Seven Dollars ($1,302,507.00), plus a design
23 ' fee of One Hundred Thirty Thousand,Five Hundred Seven Dollars($130,507.00)for Architectural Design
24 Services; provided, if and only if required, an additional amount of Sixty-Five Thousand, One Hundred
25 Twenty-Five and 35/100 Dollars($65,125.35)to be available for any contingency costs,for a total cost for
26 construction services of One Million,Four Hundred Ninety-Seven Thousand,Eight Hundred Eighty-Three
27 and 05/100 Dollars($1,497,883.05); and,
28 WHEREAS, a request by the Parks & Recreation Department has been submitted to allocate an
29 additional Fifty-Five Thousand Dollars ($55,000.00) in Contingency Funds to pay Morris Beck
30 Construction Services for renovation of the Exterior Porches and upgrade of the HVAC System at the City
31 of Little Rock's U.S. Arsenal Building located in MacArthur Park for a current total cost for Construction
32 Services of One Million, Five Hundred Fifty-Two Thousand, Eight Hundred Eighty-Three and 05/100
33 Dollars($1,552,883.05).

1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City Manager is authorized to allocate an additional Fifty-Five Thousand Dollars
4 ($55,000.00)in Contingency Funds to pay Morris Beck Construction Services to repair the Exterior Porches
5 at the historic U.S.Arsenal Building in MacArthur Park,and to upgrade the HVAC System for the building
6 increasing the total cost amount to One Million,Five Hundred Fifty-Two Thousand,Eight Hundred Eighty-
7 Three and 05/100 Dollars($1,552,883.05).
8 Section 2. Funding for these services will be taken first from the proceeds of the bonds issued pursuant
9 to Little Rock, Ark., Ordinance No. 21,142 (December 1, 2015) and the successful election held on
10 February 9, 2016; in addition, funds will be available from the aggregate 2% gross receipts or gross
11 proceeds tax levied pursuant to Little Rock, Ark., Ordinance No. 21,140 and No. 21,141 (December 1,
12 2015).One Cent Gross Receipts Tax dedicated to Parks via Account No. 10859-S45A711 and from a grant
13 from the Department of Arkansas Heritage Grant Fund in Account No. 270459-G23123.
14 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
16 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
17 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the reso-
18 lution.
19 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
20 hereby repealed to the extent of such inconsistency.
