Approval of the Minutes of the Previous Meeting The minutes were read and approved as mailed. III. Members Present: Members Absent: Bill Rector Betty Sipes William Ketcher Jerilyn Nicholson Dorothy Arnett Richard Massie John Schlereth Fred Perkins David Jones Walter Riddick III Rose Collins City Attorney: Steven Giles March 10, 1987 PLANNING HEARING Item No. 1 - Deltic Farm and Timber Rezoning NAME: City of Little Rock Deltic Farm and Timber LOCATION: Upper Rock Creek Valley (north of Kanis /Denny Road) REQUEST: To rezone the property to various districts through the Extraterritorial Zoning Jurisdiction. STAFF REPORT: Deltic Farm and Timber has discussed filing a petition to annex 3,000 acres west of the corporate limits. This land area encompasses part of their ownership as well as other landowners. The staff has been discussing the annexation and has some concerns about service delivery to this area and other potential annexation areas west of the Deltic ownership. During the annexation discussion period, the River Zoning Law was amended which allowed the rezoning of the Deltic property. This rezoning of the property would permit the development of the land without annexation at this time. The procedures of enacting the River Zoning Authority are still being worked out at this writing. STAFF RECOMMENDATION: The staff will present their recommendation at the hearing. PLANNING COMMISSION ACTION: Jim Lawson presented recent changes in the Deltic request for zoning. Revisions presented to the Planning staff on March 9 changed an "0 -1" request to "R -2" and reduced the number of commercial acres in the northern portion of the area. A motion to zone the area in conformance with a request dated March 9 was made and seconded. The vote was 10 ayes, 0 noes. March 10, 1987 PLANNING HEARING Item No. 2 - Amendment to the I -430 Land Use Plan - Autumn Road Area NAME: City of Little Rock LOCATION: Autumn Road at the Rock Creek Parkway REQUEST: Amend I -430 District Land Use Plan along the Rock Creek Parkway west of Shackleford Road and east of Bowman Road. STAFF REPORT: An amendment to the I -430 Plan was discussed recently in conjunction with a rezoning request in the Autumn Road area north of the Rock Creek Parkway. The office rezoning request generated a discussion of whether there would be an Autumn Road intersection with the Rock Creek Parkway. The determination was made that there would be an intersection, and an amendment to the Master Street Plan was approved to create the intersection. The adopted I -430 Plan (see attached drawing) showed the area north of the Rock Creek Parkway as single family. The single family designation was based primarily on the Master Street Plan which classified Autumn Road as a residential street with a cul -de -sac before it reached the parkway. Now that Autumn Road has been designated as a collector which intersects with the Parkway, more intense uses are plausible. After discussion, the Commission deferred action on this item. Staff was instructed to look at single family and office use in the Autumn Road area and to gather traffic information. This item was deferred until the Planning Commission meeting on Tuesday, April 21. March 10, 1987 PLANNING HEARING Item No. 3 - 65th Street East District Plan The 65th Street East District Plan is a land use plan for an area east of University Avenue, west of Arch Street Pike, north of Forbing Road, and south of 49th Street. The plan is largely reflective of existing land use and existing zoning patterns. The central portion of the district and areas along 65th Street and University Avenue are shown as either industrial land use or as mixed industrial /commercial land use. Large areas of the floodway of Fourche Creek are shown as park /open space. Commercial nodes are shown at the intersections of Patterson and 65th Street, Scott Hamilton Drive and 65th Street, and 65th Street and Arch Street Pike. Commercial strips are shown on University Avenue and Mabelvale Pike. Notices of public hearing, March 10, were posted throughout the area. Staff has discussed the plan with several property owners. PLANNING COMMISSION ACTION: Jim L4wson presented the plan and answered questions from the Commission. A motion to adopt the plan was made and seconded. The vote was 10 ayes, 0 noes.
