3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO PURCHASE OF 100
5 GLOCK-.40 CALIBER MODEL 22 SERVICE WEAPONS, IN THE
6 AMOUNT OF FORTY-FIVE THOUSAND, SEVEN HUNDRED DOLLARS
7 ($45,700.00), FROM CRUSE UNIFORMS AND EQUIPMENT, FOR THE
8 LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER PURPOSES.

10 WHEREAS,the Little Rock Police Department has made a determination about the best type of service
11 weapon to be used by its Officers and Detectives; and,
12 WHEREAS, it is necessary to purchase an additional 100 Service Weapons to be provided to new
13 recruits to the Department in 2018; and,
14 WHEREAS, the Glock-.40 Caliber Model 22, which is a law enforcement model and the model
15 selected by the Department, may only be sold within the State of Arkansas by Cruse Uniforms and
16 Equipment, which makes it impractical and unfeasible to submit this purchase to a competitive bidding
17 process; and,
18 WHEREAS, the Forty-Five Thousand, Seven Hundred Dollars ($45,700.00) for 100 weapons is
19 appropriate;
20 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The City Manager is authorized to purchase 100 Glock-.40 caliber Model 22 Law
23 Enforcement Service Weapons from Cruse Uniforms and Equipment for an amount not to exceed Forty-
24 Five Thousand, Seven Hundred Dollars($45,700.00).
25 Section 2. Funds for this purchase are available in the Little Rock Police Department Training
26 Division Budget in Account No. 105220-60050.
27 Section 3. Because Cruse Uniforms & Equipment is the only dealer authorized to sell this particular
28 model within the State of Arkansas, it is determined to be impractical and unfeasible to submit this purchase
29 to a competitive bid process.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
34 resolution.

1 Section 5. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
