Roll Call Quorum was present being four (4) in number. Members Present: Marshall Peters Susan Bell Randy Ripley Bob Wood Members Absent: Julie Wiedower City Attorney: Debra Weldon Staff Present: Tony Bozynski Brian Minyard Citizens Present: Page Wilson II. Approval of Minutes A motion was made by Commissioner Randy Ripley to approve the minutes of May 11, 2009 as submitted. Commissioner Susan Bell seconded and the minutes were approved with a vote of 4 ayes and 1 absent. III. Deferred Certificates of Appropriateness None IV. Certificates of Appropriateness None 2 V. Other Matters Motion to reconsider COA at 15th and Rock Brian Minyard, Staff, made a presentation on the proposed changes to the COA at the northwest corner of 15th and Rock Street. The applicant stated in a letter dated May 29, 2009, that changes would be made to the four square home including a change in the siding and the window placement on the south façade. Staff stated that these changes would be sufficient to have a material change as set forth by the bylaws so that the item could be reconsidered within twelve months of when it was denied. Staff recommended that the item be approved for reconsideration at a date chosen by the applicant. Mr. Minyard stated that the bylaws state that the commission must vote unanimously by all present in a regularly scheduled meeting. Mr. Wilson spoke that Staff had helped him out by giving him some extra time in developing the new plans. Mr. Minyard stated that it was not necessary of the applicant to have new drawing done for this hearing, since the item may not pass. The applicant sets the date on when he will return to the Commission for a COA. Deadlines for the next hearing agenda was discussed. Mr. Minyard did bring a sign for the applicant. Chairman Peters asked if they were discussing the project. Mr. Minyard stated that they were not discussing the project, only if the two changes as noted in the letter were sufficient material changes to warrant reconsideration of the item. After discussion by the commissioners, a motion was made to reconsider the item by Commissioner Bob Wood and seconded by Commissioner Randy Ripley. The motion passed with a vote of 4 ayes and 1 absent. The applicant, Page Wilson, stated that he still had signs and that he would not need additional signs. Staff accepted a cover letter and an application from the applicant. He was told of the deadlines (June 22, 2009 at 8:00 am) to meet if he was going to try to be on the July 13, 2009 agenda. Enforcement issues There were no enforcement issues to report to the Commission. Staff commented that he drove the neighborhood last week. Preservation Plan Update The draft of the Preservation plan has been posted on the website for public comment. Emails were sent to multiple persons and Staff has received comments from the public. Staff is working on the schedule for the approval of the plan and for presentations to Commissions and Boards. AHPP will do the final signoff on the plan. Dunbar Survey No additional information was provided to Staff by the Housing Staff to forward to the Commission concerning the Dunbar Survey. The Commission asked for more information. Debra Weldon stated that she has checked in her office but does not know of her office working on the contract.
