The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday,
October 6, 2016, in the Board Room of City Hall, 500 West Markham Street.

APPROVAL OF THE SEPTEMBER MINUTES:
Commissioner Winchester stated a correction needed to be made in the September Minutes
heading to read “APPROVAL OF THE AUGUST MINUTES” instead of “APPROVAL OF THE
MAY MINUTES”.
Vice Chairman Homeyer entertained a motion that the corrected Minutes from the previous month
be approved.
Motion: Commissioner Winchester made a motion that the September 01, 2016 Minutes be
approved.
Second: Commissioner Morgan seconded the motion and it passed unanimously.
TREASURER’S REPORT:
Expense Report:
Commissioner Young stated:
That she had received a statement from City of Little Rock Accountant, Nancy Warfield noting
that the CBC treasury balance is $704.56, which is a difference of $75.00 from last month’s
balance. This deduction was to reimburse Commissioner Homeyer for his out of pocket
CBC expense.
COMMITTEE REPORTS, UPDATES:
Community Projects
City Hall South Yard:
Commissioner Homeyer stated:
That he has located the plan and is continuing to work on this project.
Public Relations
Commissioner Hancock stated:
He had posted the previous Adopt-a-Street cleanup and the web-form for Landscape Award
nominations to the CBC Facebook page. He also stated that the CBC Facebook page has 494
“Likes” which is six short of the commission of goal of 500.
KLRB:
Commissioner Hancock stated:
That Studio Main is transitioning to a new space and there was some confusion concerning the last
KLRB meeting and he was unable to attend.
Adopt-A-Street:
Commissioner Sanders-Woods inquired how a group can obtain information about adopting a
street. Commissioner Hancock stated he believes that the City of Little Rock, Communications
Director, Jennifer Goodwin could answer this question.
Eye of the Beholder:
Commissioner Young stated:
That there has been one nomination since the last meeting and Fred & Chita Salazar, of
1912 Romine Rd, have been presented with this latest award.
Commissioner Young also delivered a USB drive to Commissioner Hancock with photos of this
year’s Eye of the Beholder residences to be posted on the CBC Facebook page.
Landscape Awards:
Staff Member Spillman provided a PowerPoint Presentation of the 2016 Landscape Award
nominees. The commissioners voted and selected the following properties for the 2016 Landscape
Awards.

The commissioner’s then reviewed photos from a previously compiled Parks Department PDF of
Little Rock landscape photos for the Landscape Award recipient poster.
The commissioners voted and selected photo #12 from the PDF. This photo shows the fountain
and the north side of the state capitol.
Vice Chairman Homeyer entertained a motion to approve that a maximum of $300.00 could be
used to produce the Landscape Award posters and have them framed.
Motion: Commissioner Winchester made a motion to approve a maximum of $300.00 could be

Second: Commissioner Hancock seconded the motion and it passed unanimously.
T.R.E.E Fund:
Commissioner Homeyer stated:
That he has secured two bids for the six trees that are proposed for the Bowman Curve landscape
project. The first bid was $1,000.50 and the second was $ 1,400.00.
City Attorney, Carpenter stated that one additional bid would be required before the committee
could vote on the project.
City Beautiful Exhibit:
Commissioner Hancock stated:
Commissioner Loveless gathered the information and it has been delivered to the curators at the
Historic Arkansas Museum. The process has been started to use one of the museums display cases
but there has not been any conformation that this has been secured.
Other Cities Committee:

NEW BUSINESS:
The proposed CBC meeting calendar for 2017 was presented to the commissioners for review.
After discussing the future meeting dates Vice Chairman Homeyer entertained a motion to approve
the calendar.
Motion: Commissioner Young made a motion to approve the calendar as presented.
Second: Commissioner Webb seconded the motion and it passed unanimously.
ANOUNCEMENTS:
The next meeting will be November 03, at 11:30 am.
Adopt-A-Street Pickup will be decided at the next meeting.

Motion: Commissioner Young made a motion to adjourn.
Second: Commissioner Winchester seconded the motion and it passed unanimously.
The meeting was adjourned at 12:26 pm.
