HomeMy WebLinkAbout214741 ORDINANCE NO. 21,474 2 3 AN ORDINANCE TO FIND IT IMPRACTICAL AND UNFEASIBLE TO 4 BID; TO AUTHORIZE THE CITY MANAGER TO AWARD A 5 CONTRACT TO ARISTOTLE INTERACTIVE TO HOST A POLICE 6 RECRUITMENT WEBSITE ON THE CITY'S WEBSITE IN AN AMOUNT 7 NOT TO EXCEED FORTY-FIVE THOUSAND, SIX HUNDRED TWENTY 8 DOLLARS ($45,620.00), PLUS TAXES & FEES; TO DECLARE AN 9 EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City of Little Rock has a contract for the creation, continuation and development of 12 the City's website with Aristotle Interactive; and, 13 WHEREAS, the Little Rock Police Department wishes to create a police recruitment website as one 14 too to attract more applicants for the Department; and, 15 WHEREAS, Aristotle Interactive will not allow other hosts on a website that it has created, continues 16 and develops; 17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 18 OF LITTLE ROCK, ARKANSAS: 19 Section 1. The City Manager is authorized to enter into an addition to the existing City website 20 contract with Aristotle Interactive in an amount not to exceed Forty -Five Thousand, Six Hundred Twenty 21 Dollars ($45,620.00), plus taxes and fees, to host, create and continue a Little Rock Police Department 22 Recruitment Website. 23 Section 2. Because of the existing contract with Aristotle Interactive for the creation, continuation 24 and development of the City's website it is impractical and unfeasible to submit this contract to a 25 competitive selection process since Aristotle Interactive will not host a website from an outside entity. 26 Section 3. Funds for this hosting fee of this agreement are available in the General Fund for website 27 hosting; the funds for the Micro Website are from the Little Rock Police Department Account No. 105220- 28 63390 for Eight Thousand, Six Hundred Fifty Dollars ($8650.00), plus taxes and fees. 29 . Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 30 word of this resolution is declared or adjudged to be invalid -or unconstitutional, such declaration or 31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 33 resolution. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. Section 6. Emergency Clause. The City of Little Rock needs to make sure that the staffing of its Police Department is always filled and that new Officers are recruited to deal with the attrition of the number of loss of Certified Law Enforcement Officers as an essential aspect of the public health, safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
