3 AN ORDINANCE TO AUTHORIZE THE CITY MANAGER TO
4 DISPENSE WITH THE REQUIREMENT OF COMPETITIVE BIDDING
5 AND ENTER INTO A SOLE-SOURCE CONTACT WITH SOCRATA,
6 INC., IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY-
7 ONE THOUSAND, SIXTY FOUR DOLLARS ($131.064.00), PLUS
8 APPLICABLE TAXES AND FEES, FOR THE PURCHASE OF THE
9 SOCRATA OPEN PERFORMANCE MODULE IMPLEMENTATION;
10 AND FOR OTHER PURPOSES.

12 WHEREAS, Socrata,Inc., is the City's current Open Data platform vendor; and,
13 WHEREAS, the Socrata Open Performance module connects with the data sets on the City's current
14 Open Data platform and is an extension of the work that has been done with What Works Cities; and,
15 WHEREAS, competitive bidding should be waived and a contract awarded to Socrata, Inc., as the
16 sole source provider for the purchase of the Socrata Open Performance module implementation.
17 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding
20 the purchase of the Socrata Open Performance module implementation, and the contract for such services
21 should be awarded to Socrata,Inc., as the sole-source provider for these services.
22 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and is
23 authorized to enter into a contract with Socrata, Inc., for the purchase of the Socrata Open Performance
24 module implementation in an amount not to exceed and One Hundred Thirty-One Thousand, Sixty-Four
25 Dollars($131,064.00), plus applicable taxes and fees.
26 Section 3. Funding for this purchase is available from the Short-Term Financing Note.
27 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
31 ordinance.
32 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
33 any provision of this ordinance are hereby repealed to the extent of such conflict.
