3 A ORDINANCE TO AMEND CHAPTER 6 OF THE LITTLE ROCK,
4 ARK., REV. CODE TO INCREASE THE TIERED LICENSING FEE
5 FOR DOGS AND CATS TO TEN DOLLARS FOR STERILIZED
6 ANIMALS AND THIRTY TWO DOLLARS AND FIFTY CENTS
7 FOR UNSTERILIZED ANIMALS; AND FOR OTHER PURPOSES.

9 WHEREAS, on September 19, 2000, the Little Rock Board of Directors identified a
10 need to reduce the number of abandoned animals within the city and adopted Little
11 Rock, Ark., Ordinance No. 18,345 establishing a tiered approach to the licensing of
12 sterilized and unsterilized dogs and cats; and
13 WHEREAS, it has been determined by staff that an increase in the current charge of
14 $7.50 for the licensing of a sterilized animal and $30.00 for the licensing an unsterilized
15 animal is necessary to help defray the costs of impounding and euthanizing abandoned
16 animals,
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
18 THE CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. Little Rock, Ark., Code §6- 8(c)(1) is hereby amended to read as follows:
20 (c) Annual license fee and tags for individual dogs and cats.
21 (1) It shall be unlawful for any person to own or possess a dog or cat
22 within the city without first having paid to the city an annual
23 license fee as follows:
24 (a) For a sterilized animal, or an unsterilized animal too elderly or
25 infirm to breed, certified as such in writing by a veterinarian

1 licensed to practice in the state at the time of licensing of the
2 animal, ten dollars ($10.00) each on all dogs and cats five (5)
3 months of age or over;
4 (b) For an unsterilized animal not within the exception in subsection
5 (a) above, thirty -two dollars and fifty cents ($32.50) each on all
6 dogs and cats five (5) months of age or over.
7 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
8 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
9 unconstitutional, such declaration or adjudication shall not affect the remaining
10 portions of the resolution which shall remain in full force and effect as if the portion so
11 declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters
14 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
