HomeMy WebLinkAbout21375 1 ORDINANCE NO. 21,375 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENTS FOR 4 COMPETITIVE BIDS AND TO AUTHORIZE THE CITY MANAGER TO 5 ENTER INTO A CONTRACT WITH NORTHRUP GRUMMAN, IN AN 6 AMOUNT NOT TO EXCEED ONE HUNDRED NINETY-TWO 7 THOUSAND, TWO HUNDRED SEVEN DOLLARS ($192,207.00), PLUS 8 ANY APPLICABLE TAXES, TO PURCHASE TWELVE (12) MONTHS OF 9 SUPPORT SERVICE FOR THE NGIT ALTAR'S APPLICATION OF THE 10 911 COMPUTER-AIDED DISPATCH SYSTEM; TO DECLARE AN 11 EMERGENCY; AND FOR OTHER PURPOSES. 12 13 WHEREAS, the Computer-Aided Dispatch and Mapping System Software that the City utilizes to 14 manage is 911 Dispatch System was initially purchased from PRC Public Sector, Inc., in 1996, and 15 subsequently PRC Public Sector,Inc.,was purchased by Grumman Northrup; and, 16 WHEREAS,Northrup Grumman has a proprietary interest in the software that the City utilizes which 17 makes it impractical and unfeasible to bid a Maintenance Agreement in a competitive manner; and, 18 WHEREAS, such a system is absolutely essential to the 911 Dispatch System; 19 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK,ARKANSAS: 21 Section 1. The City Manager is authorized to enter into an agreement with Northrup Grumman, or its 22 designated subsidiary, in an amount not to exceed One Hundred Ninety-Two Thousand, Two Hundred 23 Seven Dollars ($192,207.00), and any applicable taxes, for the purchase of twelve (12)months of support 24 service for the NGIT Altaris Application of the 911 Computer-Aided Dispatch System. 25 Section 2. Because the software for this system, initially purchased in 1996 after a competitive 26 selection process, is proprietary to Northrup Grumman, the Board of Directors determines that it is 27 impractical and unfeasible to submit this service to a competitive selection process, and therefore, waives 28 any requirement for competitive bids. 29 Section 3. Funds for this purchase are available in the annual operating budget of the Information 30 Technology Department,Account No. 103030-61330. 31 Section 4.Severability. In the event any title,section,paragraph,item,sentence,clause,phrase or word 32 of this ordinance is declared or adjudged to be invalid or unconstitutional such declaration or adjudication [Page 1 of 2] 1 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the 2 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. 3 Section 5.Repealer. All laws, ordinances,resolutions,andparts of the same that are inconsistent with 4 the provisions of this ordinance are hereby repealed to the extent of such inconsistency. Y 5 Section 6.Emergency Clause.
