3 A RESOLUTION TO REQUEST THAT THE SUPERINTENDENT OF THE
4 LITTLE ROCK SCHOOL DISTRICT AND THE ARKANSAS
5 COMMISSIONER OF EDUCATION PERFORM A COMMUNITY
6 IMPACT STUDY REGARDING SCHOOL CLOSURES; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the City of Little Rock, Arkansas ("the City"), is only as strong as all of its collective
10 neighborhoods; and,
11 WHEREAS,the City aspires for every neighborhood to be one characterized by a high quality of life;
12 and,
13 WHEREAS,the City recognizes our most fragile neighborhoods have been historically marginalized;
14 and,
15 WHEREAS, the City supports residents and partnerships working together to restore and/or build a
16 vibrant quality of life in marginalized neighborhoods and believes that strong neighborhoods are anchored
17 by strong institutions,such as houses of worship,healthcare facilities,recreational outlets and neighborhood
18 schools supported by the residents; and,
19 WHEREAS, the City Board of Directors ("Board of Directors"), is aware of the recommendation by
20 the Little Rock School District's superintendent to close neighborhood schools Franklin Elementary,Wilson
21 Elementary and Woodruff Elementary and Hamilton Learning Academy; and,
22 WHEREAS, the Board of Directors shares the concerns of the families, other residents, other
23 stakeholders, and other supporters about the effects closures would have on the viability of their
24 neighborhoods; and,
25 WHEREAS, the Board of Directors joins the families, other residents, other stakeholders and other
26 supporters in their belief that a community impact study is merited in order to inform decision-making
27 affecting our regarding our schools,neighborhoods and our city; and,
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The Mayor and Members of the Board of Directors respectfully request that Superintendent
31 Michael Poore and Commissioner Johnny Key carry out a Community Impact Statement(s)to assess the
32 effect of proposed school closures.
33 Section 2. The Mayor and City Clerk are directed to send copies of this resolution to Superintendent
34 Michael Poor, Arkansas Department of Education Commissioner Johnny Key, members of the Arkansas

I State Board of Education and members of the State Legislative Delegation representing the Little Rock
2 School District.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
9 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
