3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO RENEW
4 CONTRACTS FOR HOUSING OPPORTUNITIES FOR PERSONS WITH
5 AIDS (HOPWA), IN A TOTAL COMBINED AMOUNT NOT TO EXCEED
6 FIVE HUNDRED ELEVEN THOUSAND, EIGHT HUNDRED SEVENTY-
, 7 FIVE DOLLARS ($511,875.00), FOR ONE (1)-YEAR, WITH THE CITY'S
8 OPTION TO RENEW THE TERM OF THE CONTRACTS FOR ONE (1)
9 ADDITIONAL ONE (1)-YEAR TERM; AND FOR OTHER PURPOSES.

11 WHEREAS, the City of Little Rock receives an annual allocation of HOPWA Funds from the U.S.
12 Department of Housing&Urban Development; and,
13 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to
14 administer the HOPWA Program for a six (6)-County area, including Pulaski, Faulkner, Saline, Lonoke,
15 Perry and Grant Counties; and,
16 WHEREAS, funding through the HOPWA Program was designated for housing assistance and
17 appropriate supportive services for low-income persons HIV positive; and,
18 WHEREAS, the City issued a Request for Qualifications dated December 15, 2015, to procure a
19 service provider of the HOPWA assistance;and,
20 WHEREAS, on January 14, 2016, the Arkansas AIDS Foundation, Three Hundred Twelve
21 Thousand, Five Hundred Dollars ($312,500.00), and the Northeast Arkansas Regional AIDS Network,
22 One Hundred Seventy-Five Thousand Dollars ($175,000.00), were selected by the Selection Committee
23 to provide HOPWA services over a one (1)-year period, with the City's option to renew the term of the
24 contracts(2)times in one(1)-year increments; and,
25 WHEREAS, on February 16, 2016, the City of Little Rock Board of Directors adopted Resolution
26 No. 14,285 and approved funding to the Arkansas AIDS Foundation and to the Northeast Arkansas
27 Regional AIDS Network for the provision of said HOPWA services over a one (1)-year period, with the
28 City's option to renew the term of the contracts (2) times in one (1)-year increments, with the right to
29 terminate the contracts upon completion of the Federally-funded Housing Programs; and,
30 WHEREAS, pursuant to this approval, the City entered into contracts with the Arkansas AIDS
31 Foundation and to the Northeast Arkansas Regional AIDS Network to provide HOPWA services for a
32 one(1)-year term, with the City's option to renew the term of the contracts for two (2) additional one(1)-
33 year terms; and,
34 WHEREAS,this is the first renewal of the two (2)-year option to renew the contracts; and,

1 WHEREAS, the renewal of the Arkansas AIDS Foundation contract and Northeast Arkansas
2 Regional AIDS Network contract is consistent with the City's adopted Citizen Participation Plan and the
3 Consolidated Planning Committee and the recommended sources and uses of the City's 2015/2016 HUD
4 Entitlement Funds; and,
5 WHEREAS, the Arkansas AIDS Foundation ($328,125.00) will provide Tenant-Based Rental
6 Assistance, Permanent Housing Placement Services, and Supportive Services in Perry, Pulaski, and
7 Saline Counties; and,
8 WHEREAS,Northeast Arkansas Regional AIDS Network ($183,750.00) will provide Tenant-Based
9 Rental Assistance, Permanent Housing Placement Services, and Supportive Services in Faulkner, Grant,
10 and Lonoke Counties; and,
11 WHEREAS, Northeast Arkansas Regional AIDS Network will also provide Short-Term Rent,
12 Mortgage, and Utilities Assistance in Faulkner, Grant,Lonoke,Perry,Pulaski, and Saline Counties.
13 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
14 OF LITTLE ROCK,ARKANSAS:
15 Section 1: The Board of Directors hereby approves funding to the Arkansas AIDS Foundation in the
16 amount of Three Hundred Twenty-Eight Thousand, One Hundred Twenty-Five Dollars($328,125.00)and
17 to the Northeast Arkansas Regional AIDS Network in .the amount of One Hundred Eighty-Three
18 Thousand, Seven Hundred Fifty Dollars ($183,750.00) for one (1)-year, with the City's option to renew
19 the term of the contracts for one (1) additional one (1)-year term, with the right to terminate the
20 agreements upon completion of the Federally-Funded Housing Programs.
21 Section 2: The recommended sources for funding and uses are from the City's 2015/2016 HUD
22 Entitlement Funds.
23 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
27 resolution.
28 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
29 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
