3 A RESOLUTION TO AUTHORIZE ENTRY INTO CONTRACTS
4 APPROVED BY THE COMMISSION ON CHILDREN, YOUTH AND
5 FAMILIES,FOR 2017; AND FOR OTHER PURPOSES.

7 WHEREAS, as part of the continued efforts to fund special programs with Prevention, Intervention
8 and Treatment(PIT)Dollars that will benefit youth and young adults within the City; and,
9 WHEREAS, after a competitive selection process the Commission on Children, Youth and Families
10 met to review the qualifications and responses of the various groups, and now has recommendations for the
11 approval of certain awards;
12 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
13 OF LITTLE ROCK,ARKANSAS:
14 Section 1. The City Manager is authorized to enter into contracts with the following entities in the
15 listed amounts for 2017 to provide identified programs:
16 (a) The following Positive Prevention Programs shall be funded in the amount of Seventy-Five
17 Thousand Dollars($75,000.00)for Fiscal Year 2017 and shall serve the areas and age groups noted:
18 1. Our House Ages 6-11 Central Little Rock
19 2. Our House Ages 12-17 Central Little Rock
20 3. Mitchell Boys and Girls Club Ages 6-11 Midtown Little Rock
21 4. Mitchell Boys and Girls Club Ages 12-17 Midtown Little Rock
22 6. Life Skills for Youth Ages 6-11 Southwest Little Rock
23 7. City of Fire CDC Ages 6-11 Southwest Little Rock
24 8. In His Image YDC Ages 6-11 Southwest Little Rock
25 7. Life Skills for Youth Ages 12-17 Southwest Little Rock
26 9. Penick Boys and Girls Club Ages 6-11 West Little Rock
27 10. Penick Boys and Girls Club Ages 12-17 West Little Rock
28 11. Tanglewood Afterschool Program Ages 6-11 Northwest Little Rock
29 12. Songbird Multimedia&Performing Ages 6-11 City-Wide
30 Arts Foundation
31 (b) The following Youth Intervention Programs shall be funded in the amount of Seventy-Five
32 Thousand Dollars($75,000.00)for Fiscal Year 2017 and shall serve the areas and genders noted:

6 7. Bridge 2 Success Male Southwest Little Rock
7 8. City of Fire'CDC Female City-Wide
8 9. City of Fire CDC Male City-Wide
9 (c) The following Re-Entry Programs shall be funded in an amount up to Sixty Thousand Dollars
10 ($60,000.00)for Fiscal Year 2017:
11 1. Our House
12 2. Goodwill
13 3. Pro Tech(The Good Grid)
14 Section 2. Funds for these programs are available in the 2017 Budget for the Community Programs
15 Department.
16 Section 3. (a) The term for each contract listed in Section 1 sof this resolution shall be for a period of
17 one (1)-year with a start date of January 1, 2017, and an understanding that the City ratifies, accepts, and
18 will compensate any work done between January 1, 2017, and the effective date of this resolution.
19 (b) The City, in its sole discretion and upon mutual agreement of the parties,may extend a contract for
20 a one (1)-year period, not to exceed two (2) additional extensions, one to begin January 1, 2018, and the
21 other to begin Janaury 1, 2019.
22 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
23 acceptable to the City Attorney;further,nothing in this resolution prevents the City from being able to offer
24 similar services to any vendor during 2017 if, in its sole discretion, it decides to do so.
25 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
29 resolution.
30 Section 6. Repealer. All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
31 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
