ORDINANCE NO. 4 21,156 (DECEMBER 15, 2015), TO ADJUST THE FISCAL YEAR 2016 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL AND STREET FUNDS; TO 7 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 8 9 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little 10 Rock,Ark., Ordinance No. 21,156 (December 15,2015), and 11 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 12 Fund,and where necessary to authorize the increase or decrease in the Fiscal Year 2016 line items for these 13 and other matters, and 14 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City 15 budget and financial reporting policies,have reviewed these adjustments and recommend them to the Board 16 of Directors for approval, 17 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 18 OF LITTLE ROCK,ARKANSAS: 19 Section 1. General Fund. Section 5 of Little Rock,Ark.,Ordinance No.21,156(December 15,2015) 20 is hereby amended so the General Fund Operating Resources amount will decrease by One Million,Eight 21 Hundred and Three Thousand, Five Hundred Seventy-Nine Dollars ($1,803,579)to One Hundred Ninety- 22 Nine Million, Eight Hundred Forty Thousand, Six Hundred Fifty Dollars ($199,840,650), and to reflect 23 decreases in operating budgets for General Fund Departments of One Million, Eight Hundred and Three 24 Thousand, Five Hundred Seventy-Nine Dollars ($1,803,579)to One Hundred Ninety-Nine Million,Eight 25 Hundred Forty Thousand, Six Hundred Fifty Dollars($199,840,650). 26 Section 2.Street Fund. Section 5 of Little Rock,Ark., Ordinance No.21,156(December 15,2015)is 27 hereby amended so the Street Fund Operating Uses amount will decrease by One Hundred Fifty-Eight 28 Thousand,Nine Hundred Seventy-Five Dollars($158,975)to Twenty Million,Three Hundred Ninety-Eight 29 Thousand, Four Hundred Fifty-One Dollars($20,398,451). 30 Section 3. Records. The Director of Finance &Treasurer is directed to maintain appropriate records 31 which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials 32 provided to the Board of Directors for the November 15,2016, meeting. 33 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 34 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or [Page 1 of 21 1 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 3 ordinance. 4 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 5 ordinance are hereby repealed to the extent of such inconsistency. 6 Section 6. Emergency. The City's ability to properly maintain its budgets and to account for its funds 7 is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared to exist 8 and this ordinance shall be in full force and effect from and after the date of its passage. 9 PASSED: November 15,2015 10 A °: APPROVED: 11 / heo______, .14.
