3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDS AND TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH CRUSE UNIFORM & EQUIPMENT,
6 IN AN AMOUNT NOT TO EXCEED TWO HUNDRED NINETY-EIGHT
7 THOUSAND, EIGHT HUNDRED FIFTY-SIX AND 20/100 DOLLARS
8 ($298,856.60), FOR THE PURCHASE OF BULLETPROOF VESTS AND
9 ASSOCIATED EQUIPMENT; TO DECLARE AN EMERGENCY; AND
10 FOR OTHER PURPOSES.

12 WHEREAS,there is a need to purchase Bulletproof Vests and other attachments as replacements for
13 Patrol Officers of the Little Rock Police Department; and
14 WHEREAS, after careful review and testing of new vest technologies and materials it has been
15 determined that
Safariland body armor is the only company that provides the type of vests needed by the
16 Department; and,
17 WHEREAS,the fact that Cruse Uniform&Equipment is the exclusive distributor for Safariland Body
18 Armor in Arkansas,which is essential both in terms of purchase and in terms of dealing with any problems
19 with a possible return; and,
20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The Board of Directors hereby authorizes the CityManager to purchase Bulletproof Vests
23 from Safariland Body Armor through Cruse Uniform & Equipment as replacements for Patrol Officers in
24 an amount not to exceed Two Hundred Ninety-Eight Thousand, Eight Hundred Fifty-Six and 20/100
25 Dollars($298,856.60).
26 Section 2. Funds for this purchase are available from the following sources:
27 (a) Account No. 105220-60050 $ 136,695.20
28 (b) Account No. 326529-72200-G35147 50,000.00
29 (c) Account No. 270529-60050-G351352016 112,161.00
30 Section 3. Because Safariland Body Armor, distributed through Cruse Uniform &Equipment, is the
31 only company that can provide the type of vest that meets the requirements for the Department after field
32 testing has occurred,the Board of Directors finds that it is infeasible and impractical to submit this purchase
33 to the requirements of competitive bids.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 5. Repealer. All laws, ordinances, resolutions, or parts of.the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
8 Section 6. Emergency Clause. The ability to utilize Bulletproof Vests for Patrol Officers that are made
9 of the most effective material and pursuant to the most recent technology is essential to the public health,
10 safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force
11 and effect from and after the date of its passage.
