3 A ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ISSUE A PURCHASE ORDER TO MOTOROLA SOLUTIONS,INC.,IN
6 THE AMOUNT OF FIFTY-FOUR THOUSAND, EIGHT HUNDRED
7 SIXTY-FOUR AND 06/100 DOLLARS ($54,834.06), FOR THE PURCHASE
8 OF TWELVE (12) MOBILE RADIOS; FOR THE LITTLE ROCK POLICE
9 DEPARTMENT; AND FOR OTHER PURPOSES.

11 WHEREAS,there is a need to purchase twelve(12)Mobile Radios for new unmarked Police vehicles;
12 and
13 WHEREAS,Motorola Solutions,Inc., is the sole supplier of mobile radio devices for the City of Little
14 Rock,and the subsequent purchases since the original bidding process has necessitated the use of Motorola
15 without competitive bids; and,
16 NOW,THEREFORE,BE IT ORDAINCED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. The Board of Directors hereby authorizes the City Manager to purchase twelve(12)Mobile
19 Radios for new unmarked vehicles.
20 Section 2. Funds for this purchase in the amount of Fifty-Four Thousand, Eight Hundred Sixty-Four
21 and 06/100 Dollars($54,864.06)are available in the 2016 Justice Assistance Grant to install Mobile Radios
22 in new vehicles.
23 Section 3. Because the initial competitive selection of Motorola for emergency communications
24 services makes it necessary to continue to use such equipment for purchase. purposes, it is found to be
25 impractical and infeasible to submit this purchase to the requirements of competitive bids.
26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 ordinance.
31 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
32 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.

1 Section 6. Emergency Clause. The ability to have mobile radios in unmarked police vehicles is
2 essential to the public health, safety and welfare; an emergency is, therefore, declared to exist and this
3 ordinance shall be in full force and effect from and after the date of its passage.
