3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO EXECUTE ENHANCEMENT #1 TO THE MASTER AGREEMENT
6 FOR MOTOROLA HOSTING SERVICES WITH MOTOROLA
7 SOLUTIONS, INC., IN THE AMOUNT OF TWO HUNDRED
8 SEVENTEEN THOUSAND SEVEN HUNDRED EIGHTY-TWO DOLLARS
9 ($217,782.00), TO ADD THE PREMIERONE CSR MOBILE CODE
10 ENFORCEMENT TO THE MASTER AGREEMENT; AND FOR OTHER
11 PURPOSES.

13 WHEREAS, Motorola Solutions, Inc., is the sole supplier of the Customer Services Reporting(311)
14 System for the City of Little Rock,Arkansas; and,
15 WHEREAS, the system upgrades offered by Motorola Solutions, Inc., will allow the City to have a
16 more reliable storage system, add asset management for the Public Works Department, and allow citizens
17 to utilize smart phones and other cellular devices to report service needs to the 311 (CSR) System; and,
18 WHEREAS, on March 3, 2015, the City of Little Rock Board of Directors passed Ordinance No.
19 21,009 to authorize the City Manager to waive competitive bidding and enter into a sole-source contract
20 with Motorola Solutions, Inc., to provide upgrades and security improvements to the City's Motorola
21 Customer Service Reporting System (311), in the amount of Six Hundred Fifty-Four Thousand, Eighty-
22 One and 75/100 Dollars ($654,081.75); and,
23 WHEREAS, on May 12, 2015, the City and Motorola Solutions, Inc., executed a Master Agreement
24 for Motorola Hosting Services to provide upgrades and security improvements to the City's Motorola
25 Customer Service Reporting System (311), in the amount of Six Hundred Fifty-Four Thousand, Eighty-
26 One and 75/100 Dollars ($654,081.75); and,
27 WHEREAS, it is now desired to waive competitive bidding to execute Enhancement #1 to the
28 Master Agreement for Motorola Hosting Services to add the PremireOne CSR Mobile Code Enforcement
29 to this Motorola Master Agreement.
30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding
2 Enhancement#1 to the Master Agreement for Motorola Hosting Services with Motorola Solutions, Inc.,
3 as the sole source provider for these services, in order to add the PremireOne CSR Mobile Code
4 Enforcement to this Motorola Master Agreement for Hosting Services.
5 Section 2. The City Manager is hereby authorized to dispense with competitive bidding to execute
6 Enhancement#1 to the Master Agreement for Motorola Hosting Services with Motorola Solutions, Inc.,
7 in the amount of Two Hundred Seventeen Thousand, Seven Hundred Eighty-Two Dollars ($217,782.00),
8 which includes applicable taxes, in order to add the PremireOne CSR Mobile Code Enforcement to this
9 Motorola Master Agreement.
10 Section 3. Funding for this sole source contract is available from Account Number TF35P01 - Code
11 Enforcement Mobile App.
12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
16 ordinance.
17 Section 5. Repealer. All ordinances and resolutions, and parts thereof; which are in conflict with
18 any provision of this ordinance are hereby repealed to the extent of such conflict.
