II.Approval of the May 5,1992 III.Members Present:Brad Walker Jerilyn Nicholson Kathleen OlesonBillPutnam Jim VonTungeln Joe H.Selz Emmett Willis,Jr. Ronald Woods Members Absent:John McDaniel Ramsay Ball Diane Chachere City 'Attorney:Ernest Sanders June 16,1992 PLANS HEARING ITEM NO.:1 TITLE:Arch Street Plan Amendment ~RE VEST:Change from Mining and Single Family/Mining to Parks and Open Space LOCATION:South of Dixon Road on the east side of Ironton Cutoff Road SOURCE:Public Works Department STAFF REPORT: The City of Little Rock is preparing to expand the existinglandfilloffofDixonRoadortoopenanewlandfillnearby. Currently,the Public Works staff believes that a mining area to the east of the current site is the best site to meet the City'needs'he proposed site has been a strip mining site and thelandfillwouldreclaimtheland. The Arkansas Department of Pollution Control and Ecology must approve and permit all new landfills.In addition,the Federal Environmental Protection Agency must also approve the location. One criteria for locating or expanding a landfill is that thelocallanduseplanrecognizetheareaassuitableforalandfill from a land use standpoint. The existing plan,while showing "Mining and Single Family/Mining"uses,designates this location as a good site for expansion of the City's landfill."Park and Open Space"uses are shown on the existing plan south of the intersection of ArchStreetPikeandDixonRoad.Additional land to the east is shownforpublicuse.The plan states that it could be to the benefitoftheCitytoacquiretheseexistingminingpitsandsurrounding property to use as an extension of the landfill,immediately to the west.After exhaustion of the site as a landfill,the property could be converted to park land or other uses.The proposed site is intended as a long range use,after the landfillisclosed. In order for the city to acquire and use the property to the east as a landfill,the plan must be amended to recognize the use as Parks and Open Space. 1 June 16,1992 PLANS HEARING ITEM NO.:1 Cont.
