Mr.Hathawap concluded bp saying that Kirby's wouldI bs a ws3.cornedamenit3t'ox the area,and it was a guality operation. Ruth Be3Ilg League Qf Women Va'tex's,sddx'essed the Commission andsaidthattheLeaguesuppoxtsmaintainingtheadoytedlandIuseplan.Ms.Bell discussed the existing land use and said the 4 August 10,1993 proposed use was a me9or commex'cial development.She thenremindedtheCommissionthat,thexe wes uo overlay district forHermitageRoadandtheyotentialfox'triyying out the areaexisted Randy Jox'dan.property ownex'o the west,said that he wasneutralontherezoningreguest.Mx.Joxdan said that HexmitagewasclassifiedasacollectorandtheintersectionwithShacklefordcouldbeapotentialyroblem.He said tihat therewouldbeanincxeaseintraffic,and then discussed,a creek thatflowsthroughthesite.Mx.Jordan also said that he thought thepropertyhassomevisibilityproblemsandaskedaboutsignage. Kenny Scott.Honing and Sign Hnforcement,responded to theconcernsoversignsandreviewedtheordinancestandards, There was some discussion about various issues. Jeff Hathaway responded to some questions fxom sevex'alcommissioners. Cene Ludwig,a property owner in tbe axes„indicated suyyozt forthesiteplan,but expressed some concerns with the C-3 x'esoning. Ken Davis„xeyxesenting the Hirchwood neighborhood,said that theresidentswexeneutralontherescuing.Mr.Davis made somecommentsabouttheC-3 district,and said the use was notoffensi.ve. Randy Jordan syoke again and said he would be more suyyortive ofrestrictingtheuse. comments were then of'fex'ed about convex'ting the request to a pcD. At this point,a short.xecess was taken. Jeff Hathaway then agreed to submitting the yx'oyosal as a PCD,He also asked the Commission if the item could be placed,on theAugust19,1993 agenda. Thexe was some discussion about utilizing the pcD yxocess for theprojectandaccommodatingMr.Hathaway's time request. Ron Newman,Planning Managex„told the C~ission that tbe itemcouldplacedontheAugust19thagenda. A motion was made to defer the item to the August 19,1993meetingand,to amend the reguest to a PCD.The motion wasaypxovedbyavoteof8apus,g nays and 3 absent. 5 August lg,1993 (AUGUST 19,1993) The pcy reguest was represented by jeff Hathawap.Thexe wezesevezalothexintezestedindividualsinattendance. Ruth Bell,representing the league of Women Votexs,spoke first.Ms.Bell reminded the Commission of some of the concerns raisedbypropertyownersatthelasthearing,especially tzaffic,andaskedIseveralguestionsabouttzafficcountsandyotentialproblems. Tad,Boxkowski,City Bngineering staff„xesyonded ito some of RuthBell's rzuestions and said that a x'eyresentative fz'om the TrafficEngineer's Office was unable to be present at today's hiaaring. There was a lengthy discussion about traffic and some otherissues. jeff Hathaway then addressed the Commission.Mr.Bathawali saidhswasyaz'it of a iteam present to discuss the reguest and thendistributedahandout.Mx'.Hathawal discussed the site ylan andothex'spects of the proposed development.He pointed out to theCommissionthatthecorrectsixeofthebuildingwas8,806 sguarefeet.He then continuedI Rvr staiting that the technical designissueshav'e bean addxessed and made some comments about traff'ic.Mz',Hathaway said that.the restaurant should not create anytrafficyx'oblems fax'he area. Questions wexe then asked about the signage for the yx'oject,andCommissionexKathleenOlesonstatedthatshewould prefer'onumentsigns. Jeff Hathaway said that the developer was x'eguesting C-3standardsfaxthesigns.Mx .Hathaway said that the nearby.office bui.ldings and gx'ade changes shouldi minimixe any potentialimpactsfromthetypeofsignsyermittedIinC-3. phil Kemerp,azchitect for tihe project,then spoke and said thattheyroposedIsignscouldbeastallas36feet.Mr.Kemerp thensaidthatsignagewasimportant.and the signs would probably beplacedonHermitageside.Mr.Kemery also said that the projectteamhasnot.studied potential sign locations. Commissionez Bill putnam discussed topography in the axes andsaidthesitewasanunusualyieceofpropertybecauseiItwas inahole.
