3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 IMPLEMENT A RESIDENCY INCENTIVE PROGRAM FOR NEW FULL-
5 TIME CITY EMPLOYEES; AND FOR OTHER PURPOSES.

7 WHEREAS, the City Manager has prepared a Residency Incentive Program that will provide a one-
8 (1)-time incentive payment to all new full-time employees to make their home in the City of Little Rock;
9 and,
10 WHEREAS,the Board of Directors wishes to authorize the City Manager to offer an incentive to new
11 full-time employees to live within the City that is entirely optional; and,
12 WHEREAS,employees who take advantage of the one-time opportunity must remain employed with
13 the City for a minimum of two(2)years or be required to repay the incentive payment; and,
14 WHEREAS,the Board of Directors wishes to encourage employees to reside in the City.
15 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1. The Board of Directors hereby authorizes the City Manager to implement a Residency
18 Incentive Program to provide encouragement and an incentive for new full-time City employees to make
19 their homes in the City of Little Rock. The City Manager is further authorized to make the effective date
20 of the program retroactive to August 1, 2016.
21 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
22 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
23 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
24 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
25 resolution.
26 Section 3. Repealer. All laws,ordinances, resolutions,or parts of the same, that are inconsistent with
27 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
