3 A RESOLUTION TO AUTHORIZE THE EXECUTION OF A FIVE (5)-
4 YEAR EXTENSION OF THE INTERLOCAL AGREEMENT BETWEEN
5 THE CITY OF LITTLE ROCK, ARKANSAS, AND PULASKI COUNTY,
6 ARKANSAS, TO ALLOW METROPOLITAN EMERGENCY MEDICAL
7 SERVICES ("MEMS") TO CONTINUE TO PROVIDE EMERGENCY
8 MEDICAL SERVICES AND NON-EMERGENCY ROUTINE
9 TRANSPORTS TO PULASKI COUNTY, ARKANSAS, PURSUANT TO
10 AN EXCLUSIVE FRANCHISE; AND FOR OTHER PURPOSES.

12 WHEREAS, the Little Rock Ambulance Authority ("LRAA"), d/b/a Metropolitan Emergency
13 Medical Services ("MEMS") currently holds the exclusive franchise to provide all ambulances services
14 (emergency and non-emergency) to Pulaski County per Interlocal Agreement between the City of Little
15 Rock,Arkansas, and Pulaski County,Arkansas; and,
16 WHEREAS, the existing five (5)-year Interlocal Agreement has expired and the City of Little Rock
17 and Pulaski County wish to extend said Interlocal Agreement for another five (5) years through
18 November 5, 2020; and,
19 WHEREAS, MEMS has represented to this Board that it has the capability and resources to provide
20 such service without increasing expenses or rates for Little Rock citizens; and
21 WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide ambulance
22 services to Pulaski County, Arkansas, and thereby promote the health and welfare of the citizens of Little
23 Rock,Arkansas, and Pulaski County,Arkansas; and,
24 WHEREAS, the delivery of ambulance services (emergency and non-emergency)to Pulaski County,
25 Arkansas, will enhance MEMS' financial soundness and increase its ability to deliver high-quality
26 emergency medical services to all citizens;
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board hereby authorizes the execution of a five (5)-year extension of the Interlocal
30 Agreement with Pulaski County, Arkansas, beginning on the date the Interlocal Agreement is signed.
31 Upon the expiration of the five (5)-year term, the Board authorizes an extension through November 5,
32 2020.
33 Section 2. Severability. In the event any portion of this resolution is declared or adjudged to be
34 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this

1 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
2 unconstitutional were not originally a part of this resolution.
3 Section 3. Repealer. All ordinances and resolutions,and parts thereof, which are in conflict with any
4 provision of this resolution are hereby repealed to the extent of such conflict.
