Home My WebLink About21208 1 ORDINANCE NO. 21,208 2 3 AN ORDINANCE TO AUTHORIZE THE CITY MANAGER TO 4 DISPENSE WITH THE REQUIREMENT OF COMPETITIVE BIDDING 5 AND TO DESIGNATE TASER INTERNATIONAL AS A SOLE-SOURCE 6 PROVIDER FO THE PURCHASE THIRTY-ONE (31) LESS-THAN- 7 LETHAL ELECTRONIC CONTROL DEVICES, AT A TOTAL COST OF 8 SEVENTY-SIX THOUSAND, FOUR HUNDRED FORTY AND 41/100 9 DOLLARS ($76,440.41), INCLUDING USE TAXES, FOR THE LITTLE 10 ROCK POLICE DEPARTMENT; AND FOR OTHER PURPOSES. 11 12 WHEREAS, the Little Rock Police Department has requested approval to award a Sole-Source 13 Purchase Order to Taser International as the sole manufacturer for Less-Than-Lethal Electronic Control 14 Devices and to purchase thirty-one(31)Taser Less-Than-Lethal Electronic Control Devices; and, 15 WHEREAS, Taser International is the sole manufacturer for Less-Than-Lethal Electronic Control 16 Devices being used by the Little Rock Police Department and other Police Agencies across the country; 17 and, 18 WHEREAS, Less-Than-Lethal Electronic Control Device is the only device which meets 19 Departmental specifications and also has the ability to record actions during the deployment of the 20 device. 21 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK,ARKANSAS: 23 Section 1. Because Taser International is the sole manufacturer for Less-Than-Lethal Electronic 24 Control Devices being used by the Little Rock Police Department, and Less-Than-Lethal Electronic 25 Control Device is the only device which meets Departmental specifications and also has the ability to 26 record actions during the deployment of the device,the Board of Directors finds that it is impractical and 27 unfeasible to submit this matter to a competitive bid process and, therefore, waives competitive bidding 28 with regard to the purchase of thirty-one (31) Taser Less-Than-Lethal Electronic Control Devices from 29 Taser International. 30 Section 2. The City Manager is hereby authorized to dispense with competitive bids for the purchase 31 of thirty-one (31) Taser Less-Than-Lethal Electronic Control Devices from Taser International, for a 32 total purchase price of Seventy-Six Thousand, Four Hundred Forty and 41/100 Dollars ($76,440.41), 33 including use taxes. Funding for the purchase of the thirty-one (31) Taser Less-Than-Lethal Electronic 2 Control Devices is available from the 2016 Training Division Funding Account No. 105220-60050. 3 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 4 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 5 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of 7 the ordinance. 8 Section 5. Repealer.
