3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH NELSON/NYGAARD, IN THE AMOUNT OF
5 SEVENTY-FIVE THOUSAND, SEVEN HUNDRED SEVENTY DOLLARS
6 ($75,770.00), PLUS CONTINGENCIES, TO WORK WITH CITY OF
7 LITTLE ROCK ELECTED OFFICIALS AND STAFF TO CONDUCT A
8 COMPREHENSIVE REVIEW OF THE 30 CROSSING PROJECT AND
9 MAKE RECOMMENDATIONS REGARDING ACTIONS THAT THE
10 CITY SHOULD TAKE WITH RESPECT TO THE PROJECT; AND FOR
11 OTHER PURPOSES.

13 WHEREAS, as a result of issues raised by citizens and members of the Little Rock Board of Directors
14 about the direction of the 30 Crossing Project to be undertaken by the Arkansas Highway and Transportation
15 Department (AHTD); and,
16 WHEREAS, in an effort to assist the Board, City Staff issued a Request for Qualifications in order to
17 secure the services of a planning consultant to undertake a comprehensive review of the project and make
18 recommendations astoactions the City should take in order to maximize the benefits of the project and
19 minimize any negative aspects; and,
20 WHEREAS, the most qualified submission was made by Nelson/Nygaard; and,
21 WHEREAS, Nelson/Nygaard has submitted a Scope of Work that will form the basis of a contract
22 with the company and include items such as an assessment of development plans and draft design
23 documents submitted by AHTD, interview of key stakeholders, a market analysis and the creation of a
24 Downtown Vision that will include an assessment of and recommendations concerning east-west
25 connectivity.
26 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK, ARKANSAS:
28 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a contract with
29 Nelson/Nygaard to provide consulting services as described in this resolution the amount of Seventy-Five
30 Thousand, Seven Hundred Seventy Dollars ($75,770.00), plus contingencies.
31 Section 2. Funding for this contract is available in the General Fund. •
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
5 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
