3 A RESOLUTION TO AMEND THE IDENTIFIED FUNDING SOURCES
4 FOR THE 2013, 2014 AND 2015 EXPENDITURES IN VARIOUS WARDS
5 FOR CAPITAL PROJECTS FUNDED FROM THE PROCEEDS OF THE
6 3/8-CENT CAPITAL SALES AND COMPENSATING USE TAX, AND 2013
7 CAPITAL IMPROVEMENT BONDS FOR STREETS AND DRAINAGE;
8 AND FOR OTHER PURPOSES.

10 WHEREAS,on May 21, 2013, the Board of Directors of the City of Little Rock approved Resolution
11 No. 13,699 by a unanimous vote setting forth a list of projects to be accomplished with a combination of
12 the proceeds of the City Sales and Compensating Use Tax and funds from the 2013 Capital Improvement
13 Bonds for Streets and Drainage in the various Wards; and,
14 WHEREAS, it is desirable and appropriate for the Board of Directors to provide flexibility in the
15 means available to meet the covenants of the 2013 Capital Improvement Bonds for Streets and Drainage
16 and expend 85% of the funding prior to July 23, 2016; and
17 WHEREAS, it is desirable to fund the identified 2013, 2014 and 2015 Projects from either the City
18 Sales and Compensating Use Tax or from the 2013 Capital Improvement Bonds for Streets and Drainage
19 in the various Wards to meet the covenants of the bonds; and
20 WHEREAS, it is the specific intent and resolve of this Board to complete the original project list as
21 amended by this and previous resolutions with the original funding allocations for each Ward set forth in
22 Resolution No. 13,699.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 SECTION 1. The Board of Directors intends to accomplish the following list of Street and Drainage
26 Improvement Projects in Ward 1 as originally set forth in Resolution No. 13,699 as amended, with
27 approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) in 2013, 2014, and 2015
28 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax and with Seven
29 Millions, Seven Hundred Thousand Dollars ($7,700,000) in 2013 Capital Improvement Bonds for Streets
30 and Drainage:
31 a. 26th Street-from Fair Park Boulevard and Harrison Street
32 b. North Gaines Street- North End Gaines Street to the Arkansas River Trail
33 a. Elm Street-from West 26th Street south to West 271" Street

20 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax and with Eight
21 Million, Eight Hundred Thousand Dollars ($8,800,000) in 2013 Capital Improvement Bonds for Streets

16 SECTION 8. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
17 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
19 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
20 resolution.
21 SECTION 9. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
22 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
23 SECTION 10. This resolution will be in full force and effect from and after the date of its adoption.
