3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENTS OF
4 COMPETITIVE BIDS AND TO AWARD A CONTRACT TO PARKING
5 BOXX FOR EQUIPMENT AT THE 2ND AND MAIN PARKING DECK IN
6 ORDER TO BRING ALL CITY PARKING FACILITIES INTO
7 ALIGNMENT ON DATA COLLECTION AND TRANSMISSION; TO
8 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

10 WHEREAS,although operated by the Little Rock Convention&Visitor's Bureau("LRCVB"),the 2nd
11 and Main Parking Deck is owned by the City, and is just of various decks in which the City has an interest,
12 and LRCVB operates the deck; and,
13 WHEREAS,the ticket printers,gate arms,scanners,readers,software systems,and computers,as well
14 as things like radio frequency fobs, automated lot full signs, and lane kiosks, in all the decks are more
15 effectively operated if they are synchronized and alike; and,
16 WHEREAS,the equipment outlined above for all by the 2nd and Main Parking Deck has been provided
17 to LRCVB by Parking Boxx, and it is the only entity that can provide the same equipment;
18 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. The City Manager is authorized to enter into a contractual agreement not to exceed One
21 Hundred Twenty-Six Thousand,Three Hundred Sixty Dollars($126,360.00)with Parking Boxx for parking
22 lot equipment including, but not limited to, ticket printers, gate arms, scanners, readers, software systems,
23 computers,radio frequency fobs,automated lot full signs,and lane kiosks,for the 2nd and Main Parking lot
24 so that all parking lots operated by LRCVB, particularly those in which the City has an interest, utilize the
25 same equipment.
26 Section 2. Because the equipment, to be the same, must come from ParkingBoxx, iti
s impractical
27 and unfeasible to subject this contract to competitive bids,therefore,the requirement of competing bidding
28 is waived.
29 Section 3. Funds for this agreement are available in the Parking Garage Fund.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional such declaration or
32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
34 ordinance.

1 Section 5. Repealer. All laws,ordinances,resolutions,and parts of the samethat are inconsistent with
2 the provisions of this ordinance are hereby repealed to the extent of such inconsistency including, but not
3 limited to,Little Rock,Ark.,Resolution No. 14,180(September 1,2015).
4 Section 5. Emergency Clause. The ability to operate public parking decks in the most economical
5 fashion is essential to the public health, safety and welfare, and the ability to have a single system in place
6 in terms of equipment meets this ability, an emergency is declared to exist and this ordinance shall be in
7 full force and effect from and after the date of its passage.
