3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 20,977 (DECEMBER 16, 2014), TO ADJUST THE FISCAL YEAR 2015
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL AND FLEET FUNDS; TO
7 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas, in Little
10 Rock, Ark.,Ordinance No. 20,977 (December 16,2014), and
11 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
12 Fund,and where necessary to authorize the increase or decrease in the Fiscal Year 2015 line items for these
13 and other matters, and
14 WHEREAS, the City Manager and the Director of Finance Sc. Treasurer, in compliance with City
15 budget and financial reporting policies,have reviewed these adjustments and recommend them to the Board
16 of Directors for approval,
17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.20,977(December 16,2014)
20 is hereby amended so the General Fund Operating Resources amount will increase by Two Million, Seven
21 Hundred and Twenty-One Thousand, Nine Hundred and Thirty-Nine Dollars ($2,721,939.00) to One
22 Hundred Ninety-Seven Million, Four Hundred Sixty-Two Thousand, One Hundred Fifty Dollars
23 ($197,462,150.00),to reflect increases in operating budgets for General Fund Departments of Two Million,
24 Seven Hundred and Twenty-One Thousand,Nine Hundred and Thirty-Nine Dollars($2,721,939.00)to One
25 Hundred Ninety-Seven Million, Four Hundred Sixty-Two Thousand, One Hundred Fifty Dollars
26 ($197,462,150.00).
27 Section 2.Fleet Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,977 (December 16, 2014) is
28 hereby amended so the Fleet Fund Operating Uses amount will increase by One Hundred Fifty-Three
29 Thousand, One Hundred Ninety-Two Dollars($153,192.00)to Thirteen Million, Four Hundred and Forty-
30 Seven Thousand, Four Hundred and Sixty-Seven Dollars($13,447,467.00).
31 Section 3. Records. The Director of Finance & Treasurer is directed to maintain appropriate records
32 which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials
33 provided to the Board of Directors for the November 3, 2015 meeting.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 ordinance.
6 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
7 ordinance are hereby repealed to the extent of such inconsistency.
8 Section 6. Emergency. The City's ability to properly maintain its budgets and to account for its funds
9 is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared to exist
10 and this ordinance shall be in full force and effect from and after the date of its passage.
