The 1.0 inch top plate of the pedestal is to be machined after welding to provide a rigid, flat mounting surface for the rotation bearing. d. Continuous rotation shall be provided by worm gear drive, equipped with extended shaft for manual rotation, driving a shear ball bearing rotation gear. b. The fully adjustable rotation drive assembly shall include an external eccentric ring adjustment of the gearbox pinion gear to the main rotation bearing, permitting the ability to easily adjust backlash, reduce boom side play and ensure proper tooth contact over the life of the unit. C. All bearing attachment bolts shall be easily accessed from outside the pedestal and inside the turntable. 5.4 TURNTABLE: a. Shall be a steel fixture - welded structure with a 1.0 inch steel bottom plate. b. The bottom plate of the turntable is to be machined after welding to ensure a flat mounting surface for the rotation bearing. C. A steel ring shall be welded to the bottom plate to stiffen the plate and to protect the rotation bearing. d. For ease of maintenance, hydraulic valves are to be located on the side of the turntable and protected by a metal guard. 5.5 ARTICULATING ARM: a. Shall be a tubular steel structure. b. The articulating arm shall be designed so that the articulating arm and lower boom are compensating. c. By raising the articulating arm only, the lower and upper boom maintain the same relative angle with the ground. d. By raising the articulating arm in conjunction with the lower boom, the operator should be able to position himself more quickly and easily into the work area. 5.6 LIFT CYLINDER: a. The cylinder rod shall be of cast steel, one -piece design, which utilizes cartridge -type, bi- directional counter - balance holding valves. b. Non - lubricated type bushings are to be used at each end of the cylinder. 5.7 LOWER BOOM: a. Shall be a fabricated, reinforced steel box structure. b. Ultra high molecular weight polyurethane slide pads are to be installed at the boom tip to guide the telescopic upper boom. C. These pads shall have a large contact area in order to reduce wear. d. The pads are to be shimmed and attached for ease of adjustment or replacement without disassembly of the booms. 5.8 LOWER BOOM PIVOT PIN: a. Shall be high strength chrome plated steel with self - lubricating, replaceable, non - metallic bearings. Page 4 of 12 SPECIFICATION #: (F11 -04 -2) 37 FOOT HYDRAULIC TELESCOPIC AERIAL DEVICE 5.9 TELESCOPIC UPPER BOOM: a. Boom shall be centrifugally cast or filament wound fiberglass, providing a minimum of 8.0" of isolation when retracted and 35.0" when extended. b. The inner surface of the fiberglass boom shall be protected to provide a dry, smooth inner surface that will cause moisture to bead. C. The outer surface shall have a smooth gel -coat finish. 5.10 UPPER BOOM EXTENSION: a. The upper boom is to be extended and retracted by a double acting hydraulic cylinder installed within the booms. b. The boom is to extend and retract over slide bearings located in the end of the lower boom. 5.11 PLATFORM LEVELING SYSTEM: a. The platform shall be leveled by hydraulic leveling means, contained within the upper boom and designed to maintain the dielectric integrity of the aerial device. b. Controls for leveling and tilting the platform are to be located at the platform. C. Leveling for the platform shall include two double acting cylinders incorporating counterbalance load holding valves to lock the platform in the event of hydraulic line failure. d. Cylinders are to be located at the platform and at the end of the lower boom. e. The master -slave action of the cylinders shall maintain a level platform throughout the full range of boom articulation. 5.12 PLATFORM /BUCKET: a. Single one man side - mounted platform with hydraulic rotator. b. Platform is 24 x 30 x 42 inches high, and rotates hydraulically 900 from the side toward the end of the boom tip. c. Totally enclosed d. Fiberglass construction e. 350 lb. capacity with liner and rain cover f. Bucket shall rotate hydraulically 1800 at the boom tip. 5.13 CONTROLS: a. The upper control, located at the platform, shall consist of a single handle control. b. The control shall provide fine metering capability allowing the operator to make simultaneous multiple boom movements. C. The single handle control activates Lower Boom - -Up and Down, Upper Boom - Extend /Retract, and Rotation -- Clockwise /Counter - clockwise. d. Unit rotation shall be accomplished by moving the control from side to side. e. An additional separate control shall activate the Articulating Arm -Up /Down. The articulating arm control is mechanically locked to prevent accidental actuation and does not require the actuation of the trigger on the single handle control. g. Conventional multiple lever ground controls shall be located on the turntable that includes an upper control override and platform leveling h. Insulated Single Handle Control. This tiller -type upper control shall have a guarded safety interlock and is dielectrically tested for limited secondary protection between valve and handle. 5.14 MANUAL LOWERING VALVE: a. A valve located at the boom tip shall be provided allowing the operator to lower the boom in the event of engine or hydraulic failure. 5.15 HYDRAULIC SYSTEM: a. The system shall be a closed or open center, load sensing, and pressure compensating type, operating at 2,400 psi maximum. b. 7- gallon reservoir installed on the pedestal of the unit. C. "Hot- Shift" PTO d. Direct mount hydraulic pump e. Diagnostic pressure test "quick- disconnect" couplings located at the turntable. 5.16 HYDRAULIC TOOL CIRCUIT: a. Controls shall be easily accessible to the operator and activate the tool circuit providing no less than 5.0 gpm at a maximum pressure of 2,000 psi. b. One set of HTMA quick disconnect couplings is to be located in a protected location on the control cover at the platform. C. In the "Off' position, the circuit shall be designed to relieve pressure from the quick disconnect couplings. 5.17 RATINGS: a. This aerial device shall be designed in a facility that is certified to meet ISO 9001 requirements. b. ANSI Category C, 46 kV and below dielectric rating. 5.18 THROTTLE CONTROL: a. Engine speed shall automatically increase when needed to maintain proper hydraulic system pressure. b. Engine speed control shall automatically engage when the PTO is in the "on" position. 5.19 OUTRIGGERS: a. A primary set of vertical outriggers shall be installed at the front of the body, behind chassis cab. b. Outrigger stance shall be no less than 85.5 " when fully deployed. There shall be two single -spool outrigger control valves, one at each rear corner of bed above the tail shelf. d. There shall be an outrigger interlock system preventing aerial device operation until outriggers are lowered. e. Outrigger "in- motion" audible alarm. 5.20 SAFETY DEVICES: a. Emergency operating system, 12 VDC electric powered. Includes pump and motor, operates from chassis battery shall be provided. This allows the operator to completely stow the booms and platform in a situation wherein the primary hydraulic source fails. b. Whelen #TAM85 LED traffic advisor installed in tail shelf of body. Light shall be activated using a Whelen control head. C. Chassis cab mounted Whelen Freedom Series LED 60.0" Lightbar with 12 amber light heads. d. Reflective tape, red /gray to be placed on the bottom side of all body compartments. e. Running lights should flash when PTO is engaged. f. Mico Electrohydraulic 691 brake lock system. 5.21 ACCESSORIES a. Diagnostic pressure test kit including: gauges, hoses, and all necessary couplings. b. Fall protection system including: body harness and decelerating type lanyard. C. Post Mounted Spot Lights to be mounted on each side of chassis cab. d. Scuff pad to protect platform floor. e. Heavy -duty platform support installed at tail shelf. f. Soft platform cover measuring 24 x 30 inches shall be supplied. g. Polyethylene platform liner for one man platform, 24 x 30 inches (610 x 762 mm), 50 kV rating (minimum) h. A pair of rubber wheel chocks measuring 10 inches long x 8 inches wide x 5 -1/2 inches high shall be supplied. LINE BODY SPECIFICATIONS - 6.1 BODY DIMENSIONS: a. 132.0" body b. Body shall be solid, structurally reinforced type, fiberglass throughout the modules with no critical stress areas that can result in cracks or leakage. b. Entire fiberglass construction shall be consistently 3/16" (.187) thick. C. Glass /resin ratio should be approximately 30/70. No resin fillers will be allowed reducing the physical properties and adding weight to the body. d. Top, front, and rear bottoms of fiberglass side modules to be cored with 1/2" wood. e. Modules shall have full height, sealed fiberglass 1/2" wood core bulkheads to separate compartments. Synthetic core materials, such as, PVC, Klegacell, Anitex, etc. will not be acceptable due to their low sheer and impact strengths. f. Body shall have integral side compartmentation. g. Gel coat white exterior finish matching chassis cab exact color shall be applied to the body exterior, and have a depth of .015" to .018" when cured to be scratch resistant. Painted body coloring will not be accepted. h. The high gloss ISO /NPG gel coat shall have UV barriers to guard against premature fading. i. 12 gauge steel load bed, primed & painted. j. Floor headboard, and side flanges, shall be full seam welded (stitch welding will be unacceptable). k. Full length tread plate flooring shall be attached to a primed 4.0" steel channel understructure consisting of cross members and longitudinals. I. Steel understructure shall provide cross members that protrude further than the width of floor aft of rear wheels. m. Fiberglass modules shall be bolted to floor and understructure with 3/8" (.375 "), carriage bolts. n. Front headboard shall consist of a square bolt pattern of four bolting locations each side. o. Tread plate floor (side flange) shall have bolting locations of no less than 11" apart for the entire length of body. p. There are two bolting locations in each cross member from steel understructure aft of rear wheel both sides. q. Non -skid finish on module tops r. Two (2) louvered vents 6.3 BODY DOORS: a. All compartment doors shall be hollow core, double panel with gel coat finish on both outer and inner surfaces. b. The exterior door surface shall have a slight convex shape for improved impact strength. C. The inner door panel shall be flat allowing the weather - stripping to engage uniformly without crimping or tearing. d. Door panels shall be joined with an epoxy resin. e. Aluminum reinforcements shall be glassed inside door for attaching hardware to prevent cracking and hole distortion leading to leaking. Five year limited warranty on the service body. 7.2 Warranty on structural integrity of the following major components is to be warranted for so long as the initial purchaser owns the product: Booms, boom articulation links, hydraulic cylinder structures, outrigger weldments, pedestals, sub -bases and turntables. 7.3 Warranty shall include all parts and labor to the location of the warranty administrator. 7.4 Each unit shall be delivered with the following warranty documents which shall be placed into effect upon the first day of final acceptance of each unit: a. Manufacturer's new vehicle warranty shall be honored at any local manufacturer - authorized dealership. b. Manufacturer's warranty shall be provided for each supplemental unit mounted on and delivered with each primary unit. 7.5 Supply copy of manufacturer's warranty with bid or bid will be rejected. 8.0 STANDARDS - 8.1 Each unit shall meet or exceed the following applicable standards. a. Occupational Safety and Health Administration Standards (OSHA). c. Federal Motor Vehicle Safety Standards (Public Law 89 -563). d. Arkansas State Highway Commission Regulations regarding vehicle markings, lighting and reflectors 9.0 DELIVERY / DOCUMENTATION - 9.1 All units are to be delivered F.O.B. to the City's Fleet Services facility, located at 3314 J. E. Davis Drive, Little Rock, Arkansas 72209, for compliance review and final acceptance 9.2 Delivery shall include the following documents as a minimum: a. Manufacturer's Certificate of Origin. b. Dealer invoice. C. Manufacturer's line setting ticket, window sticker, or other documentation of components installed at manufacturer. 9.3 Units must be fully assembled, serviced, and ready for operation as delivered. 10.0 MANUALS - 10.1 The successful bidder agrees to supply the following list of manuals (CD -ROM is preferred): a. Operator's manual (chassis and aerial device) b. Repair Manuals (chassis and aerial device) C. Parts Manuals (chassis and aerial device) 10.2 Payment(s) may be held until required manuals and certifications are delivered to the City of Little Rock Fleet Acquisition Department. 11.0 TRAINING - 11.1 Operator Training a. This training shall include proper operating techniques and daily maintenance including lubrication, inspection of fluid checks and adjustments. This training shall be designed to instruct qualified vehicle operators. 11.2 Full Maintenance Training a. Bidder agrees to arrange and support attendance of Fleet Service Mechanics at any local or factory training classes, which are open to any fleet customer. City of Little Rock will pay employee travel expenses and dealer registration cost for such training. 11.3 Training shall be coordinated through Fleet Services personnel for time and location.
