3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO SOLE SOURCE CONTACTS WITH ARISTOTLE.NET,
6 INC., FOR THE PURCHASE OF UPGRADES, HOSTING AND
7 MAINTENANCE SERVICES FOR THE CITY'S WEBSITE; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, the City's website in this age of technology and mobile device use is one of the City's
11 primary means of providing information to its citizens and visitors,and
12 WHEREAS, it is imperative that the City's website is kept up-to-date with the latest technologies
13 and made as versatile as possible for the citizens and visitors of the City of Little Rock, and
14 WHEREAS,Aristotle.Net, Inc. ("Aristotle"), has provided the creation of the City's current website,
15 as well as the hosting and maintenance for the website for over nine(9)years,and
16 WHEREAS, competitive bidding should be waived and a contract awarded to Aristotle as the sole
17 source provider for the purchase of upgrades and thirty-six (36) months of hosting and maintenance
18 services for the City's current website in order to maintain a consistent and comprehensive website for
19 the City of Little Rock.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding
23 the purchase of upgrades and thirty-six (36) months of hosting and maintenance services for the City's
24 current website, and the contract for such services should be awarded to Aristotle as the sole source
25 provider for these services in order to maintain a consistent and comprehensive website for the City of
26 Little Rock.
27 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
28 into contracts with Aristotle.Net, Inc. for the purchase of upgrades to the City's website in an amount not
29 to exceed One Hundred Seventy Thousand, Three Hundred Dollars ($170,300.00), plus taxes, and thirty-
30 six (36) months of hosting and maintenance services for the website in an amount not to exceed Sixty-
31 Two Thousand, Six Hundred Four Dollars($62,604.00), plus taxes.

1 Section 3. Funding for the website upgrade sole source contract is available from the Information
2 Technology Department's portion of the 3/8-Capital Sales Tax. Funding for the hosting and maintenance
3 services sole source contract is available from the City's general fund.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
8 ordinance.
9 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
10 any provision of this ordinance are hereby repealed to the extent of such conflict.
