3 A RESOLUTION TO AUTHORIZE THE MAYOR AND CITY CLERK TO
4 EXECUTE APPROPRIATE DOCUMENTS TO ACQUIRE PROPERTY
5 LOCATED AT 8216 ARCH STREET, FOR USE AS AN URBAN
6 FORESTRY OPERATIONS SITE, FOR A PURCHASE PRICE OF ONE
7 HUNDRED SEVENTY DOLLARS ($170,000.00), PLUS SEVEN
8 THOUSAND DOLLARS ($7,000.00) FOR FEES AND COSTS, FOR A
9 TOTAL AMOUNT OF ONE HUNDRED SEVENTY-SEVEN DOLLARS
10 ($177,000.00); AND FOR OTHER PURPOSES.

12 WHEREAS, as a result of the plans of the Arkansas Highway and Transportation Department
13 ("AHTD") plans to reconstruct Arch Street Bridge, City Staff worked with AHTD Staff in an effort to
14 coordinate the purchase of Urban Forestry's existing land and building and determine reimbursable
15 relocation costs; and,
16 WHEREAS, City Staff has also investigated park property for new construction to accommodate
17 operations and numerous other properties throughout the City that could serve as a replacement; and,
18 WHEREAS, in researching possible relocation sites within existing park land, it was determined that
19 the minimum cost to construct and extend appropriate utilities was Two Hundred Seventy Dollars
20 ($270,000.00), and that other industrial properties were cost prohibitive; and,
21 WHEREAS, a tract of land has been identified on 8216 Arch Street, between 65th Street and Baseline
22 Road, that has been on the market for some time, which is comprised of 147 acres of which
23 approximately ten (10)acres are in floodplain and which contains 14,000 square-feet of building space;
24 WHEREAS,the property was valued at Five Hundred Sixty Thousand Dollars($560,000.00), but the
25 owner has lowered the sale price to Three Hundred Seventy-Three Thousand Dollars ($373,000.00);
26 however, through a series of discussions, staff was able to negotiate a sale price of One Hundred Seventy
27 Thousand Dollars($170,000.00);
28 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The Board of Directors hereby authorizes the Mayor and City Clerk to execute appropriate
31 documents to acquire 147 acres located at 8216 Arch Street for use as an Urban Forestry Operations Site
32 and for storage and other park related operations for the total transaction cost of One Hundred Seventy-
33 Seven Thousand Dollars($177,000.00).

1 Section 3. Funds for this purchase are available from the One Hundred Thirty-Two Thousand
2 Dollars($132,000.00) realized from AHTD's purchase of the current Urban Forestry Operations Site and
3 relocation and other reimbursements, with the remaining cost of Forty-Five Thousand Dollars
4 ($45,000.00) obtained from the 3/8-Cent Capital portion of the One (1)-Cent Sales Tax allocated for Park
5 Capital Upgrades—Account# 326459-TS45A 11.
6 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
12 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
