4 MUNICIPAL PROPERTY OWNERS' MULTIPURPOSE IMPROVEMENT
5 DISTRICT NO. 2014-316 (I STREET PROJECT); TO DECLARE AN
6 EMERGENCY; AND FOR OTHER PURPOSES.

8 WHEREAS, a petition to form City of Little Rock Municipal Property Owners' Multipurpose
9 Improvement District No. 2014-316(I Street Project)has been filed with the Little Rock City Clerk; and,
10 WHEREAS, the City Clerk has presented the petition to the Mayor; and
11 WHEREAS,the Mayor has set October 21,2014,at 6:00 PM as the date and time for a hearing before the
12 Little Rock Board of Directors for consideration of the petition; and
13 WHEREAS,the Little Rock Board of Directors has determined from an abstractor's certificate of property
14 ownership that those signing the petition constitute all the owners of the real property to be located in said
15 district; and
16 WHEREAS, the Arkansas Municipal Property Owners' Improvement District Law provides that if the
17 governing body determines that all the owners of the real property to be located in the District have petitioned
18 for the improvements, it shall be its duty by ordinance to establish and lay off the District as defined in the
19 petition and to appoint the Commissioners named in the petition.
20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
21 LITTLE ROCK,ARKANSAS:
22 Section 1. That the real property described in Exhibit "A" attached hereto and made a part hereof is
23 reby established and laid off as City of Little Rock Municipal Property Owners' Multipurpose Improvement
24 istrict No.2014-316(I Street Project)for the purpose within the District will be benefitted thereby,a sewage
25 c /lection system, water distribution system, telephone service system, cable television service system,
26 e ectrical distribution system, natural gas distribution system, a system of roads and streets, including
27 s dewalks, curbs and gutters, underground drainage system, a system of street lighting, retaining walls, and
28 I ndscaping,and all trenching,excavating,grading and all construction associated with the installation of the
29 above systems,together with facilities related to any of the foregoing within said district.
30 Section 2. John Holleman, Maryna Jackson and Timothy Steadman, are hereby appointed as
31 Commissioners who shall constitute the Board of the District.
32 Section 3. The District shall be known as the "City of Little Rock Municipal Property Owners'
33 Multipurpose District No. 2014-316(I Street Project)."

1 Section 4.Severability. In the event any section, subsection, subdivision, paragraph,
2 subparagraph, item, sentence, clause, phrase or word of this ordinance is declared or adjudged to
3 be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining
4 provisions of this ordinance which shall remain in full force and effect as if the portion so
5 declared or adjudged invalid or unconstitutional was not originally a part of this ordinance.
6 Section 5.Repealer. All ordinances and resolutions inconsistent with this ordinance are
7 hereby repealed to the extent of such inconsistency.
8 Section 6.Emergency Clause. The ability to create an improvement district to accomplish
9 the relocation of a sewer line is essential to the public health, safety and welfare; an emergency
10 is, therefore, declared to exist and this ordinance shall be in full force and effect from and after
11 the date of its passage.
