3 A RESOLUTION TO AUTHORIZE THE PAYMENT OF $288,000.00 TO
4 THE ARKANSAS HIGHWAY AND TRANSPORTATION DEPARTMENT
5 FOR ITS REVISION OF PLANS FOR THE BROADWAY BRIDGE TO
6 INCLUDE A GATEWAY AND WESTERN ENTRANCE TO
7 RIVERFRONT PARK; TO AUTHORIZE THE MAYOR, CITY
8 MANAGER, AND CITY CLERK TO EXECUTE DOCUMENTS NEEDED
9 TO EFFECT SUCH WORK; AND FOR OTHER PURPOSES.

11 WHEREAS,the Arkansas Highway and Transportation Department(AHTD) is undertaking a Bridge
12 Replacement Project along State Highway 70, Broadway Street; and,
13 WHEREAS, AHTD provided plans to Little Rock Parks & Recreation Department Staff to link a
14 trail from the Broadway Bridge to Riverfront Park and the Arkansas River Trail; and
15 WHEREAS, City Staff provided an alternative to AHTD in order to create a gateway entrance into
16 Riverfront Park; and
17 WHEREAS, AHTD is willing to make changes to its plans for the bridge replacement that would
18 create a western entrance to Riverfront Park and to that end, AHTD's consultants developed a more
19 detailed drawing that reflected staff's desire for a Gateway Concept to create the park entrance that was
20 found feasible, but additional funding is needed to implement such changes from the present plans; and,
21 WHEREAS, the Board of Directors has determined that it is in the best interests of the City and its
22 inhabitants for the City to provide the additional funds needed for the revised plans to create a western
23 entrance from the new Broadway Bridge to the City's Riverfront Park using the Gateway Concept, which
24 will substantially facilitate the use and enjoyment of the park to the benefit of residents and visitors of the
25 City;
26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The City Manager is authorized to make payment to AHTD in the amount of Two
29 Hundred Eighty-Eight Thousand Dollars ($288,000.00) for changes to AHTD's plans for the new
30 Broadway Bridge that will create a western entrance to Riverfront Park through the Gateway Concept,
31 which will include a sixteen (16)-foot wide shared use path from the bridge to Riverfront Park, overlooks,
32 an additional sixteen (16)-foot wide bridge consisting of two (2), thirty (30)-foot long spans, and twelve
33 (12)-foot wide trails to accommodate both pedestrians and bicyclists. The Mayor, City Manager and City

1 Clerk are hereby authorized to execute, in a form approved by the City Attorney, any documents needed
2 to effect such revision in the plans for the Broadway Bridge and the creation of the western entrance to
3 Riverfront Park from the Broadway Bridge.
4 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
10 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
